FDFA State Secretary Alexandre Fasel was in Luxembourg on 13 and 14 May, representing Switzerland at the 134th session of the Council of Europe's Committee of Ministers. The discussions, which were chaired by Luxembourg, focused on the Council of Europe's response to the war against Ukraine and democratic backsliding.

Switzerland hosted the second edition of the Global Conference on Cyber Capacity Building (GC3B) between 13 and 14 May. The conference focused on the secure use of new digital technologies in development cooperation work, especially in the Global South. International Geneva served as a platform to bring together stakeholders from the cybersecurity and digital development sectors. The GC3B was also a key event of the inaugural Geneva Cyber Week.

In recognition of the close and multifaceted relations between Switzerland and Kosovo, the Federal Council has invited Kosovo’s President Vjosa Osmani Sadriu and her husband Prindon Sadriu to pay a state visit to Switzerland. President Karin Keller-Sutter will lead the Federal Council in corpore in welcoming President Osmani with military honours on Bundesplatz on Wednesday, 21 May. This will be followed by official speeches and political discussions. The programme the following day will focus on business and innovation.

Mr Cassis received Liechtenstein's new deputy prime minister and minister for foreign affairs, environment and culture, Sabine Monauni, for an official inaugural visit in Bern on Monday. Talks focused on the two countries' traditionally close bilateral relations, European policy, regional cooperation under the EU Strategy for the Alpine region (EUSALP), international issues and the current geopolitical context. The two ministers also signed a revised agreement on environmental levies.

Federal councillors Ignazio Cassis and Elisabeth Baume-Schneider announced in Venice today the future set-up for the Palazzo Trevisan. As of 1 January 2026, the main floor of the palace will be turned into a platform managed by the FDFA which will not only build on the palace's important role in promoting Swiss culture but will also incorporate new activities in the fields of innovation, research and sustainability. This development is the result of collaboration between the FDFA and the Federal Department of Home Affairs (FDHA), with the dual aim of strengthening the Palazzo Trevisan as a vector of Swiss excellence in Venice, and of further enriching the dense network of relations between Switzerland and Italy.

Federal Councillor Ignazio Cassis has decided the FDFA will grant CHF 39 million to the United Nations Children's Fund (UNICEF), UN Women, and the United Nations Population Fund (UNFPA) for 2025. By renewing these contributions, the FDFA is also sending out a strong signal in support of International Geneva.

The Federal Council wants to contribute towards increasing the guarantee capital of the African Development Bank (AfDB). It is requesting Parliament to approve a guarantee credit of CHF 1.56 billion, as decided on 30 April. This would strengthen Switzerland's influence in the AfDB and help to further sustainable and inclusive economic development in Africa.

On 30 April 2025, the Federal Council took stock of the ongoing work on the Swiss–EU package. It decided to call an optional referendum on the agreements with the European Union (EU). In taking this decision, the Federal Council is signalling political continuity and coherence and giving Parliament and the cantons room for manoeuvre. Parliament will ultimately determine the nature of the referendum in the course of its deliberations.

The peer review takes place as part of a regular review process that the 33 members of the OECD Development Assistance Committee (DAC) undergo every six years. At its meeting on 13 June 2025, the Federal Council approved the agreements in the new package to stabilise and develop Switzerland's bilateral approach with the EU and opened the domestic consultation process. After Switzerland brought the negotiations with the EU to a successful close in December 2024, the Federal Council finalised the implementing legislation and accompanying measures. Previously unresolved issues concerning wage protection, immigration, electricity and the type of referendum to be held have since been settled and presented to the public over the last five months. The consultation process will last until 31 October 2025. With this package, the Federal Council is aiming for customised sectoral participation in the EU single market as well as cooperation in selected areas. Given the current global unrest, maintaining good relations with neighbouring countries is key.

Switzerland is chairing the International Institute for Democracy and Electoral Assistance (International IDEA) in 2025. At the meeting of the organisation's Council of Member States, the current chair of International IDEA and Swiss ambassador to Sweden, Adrian Junker, called for focused action to promote democracy worldwide and thus counter the growing pressure on democratic systems. International IDEA was founded in 1995 to bolster democracies around the globe. The council meeting in Stockholm to mark the organisation's 30th anniversary was chaired by Patricia Danzi, director general of the Swiss Agency for Development and Cooperation (SDC), who reaffirmed Switzerland's ongoing commitment to promoting the resilience of democratic systems.

Within days of announcing that CHF 20 million had been earmarked for the crisis in the Middle East, Switzerland is releasing CHF 28 million in response to humanitarian emergencies in other parts of the world. Roughly 50% will be used for ICRC operations in Africa. The SDC has therefore disbursed practically all of its emergency funds for 2025. This decision was taken in response to growing humanitarian needs around the world.

At its meeting on 28 May 2025, the Federal Council once again discussed the war in the Gaza Strip between Israel and the terrorist organisation Hamas and made a full assessment of the situation. It is deeply dismayed at the unbearable human suffering and calls for unrestricted humanitarian access and an immediate ceasefire. A week ago, the Federal Council allocated CHF 10 million to humanitarian actors in the occupied Palestinian territory. At the same time, Switzerland continues to work internationally for a political solution to the conflict.

At its meeting on 20 December 2019, the Federal Council approved an exchange of notes between Switzerland and Italy regarding the change of the customs status of the Italian enclave of Campione d'Italia. This exchange of notes is necessary to ensure legal certainty and facilitates the transition of Campione d'Italia into the European Union's customs territory, scheduled for 1 January 2020.

On 13 December 2019, the Federal Council decided to extend for one year the preventive freeze on the assets relating to Tunisia and Ukraine. The purpose of this decision is to support the judicial cooperation between Switzerland and these two states.
