Enhancing Legal and Electoral Capacity for Tomorrow 2014/15
ELECT (Enhancing Legal and Electoral Capacity for Tomorrow) aims at strengthening the Afghan electoral system with a focus on its three main institutions: the Independent Electoral Commission (IEC), the Independent Electoral Complaint Commission (IECC) as well as the Media Commission (MC). ELECT assists these institutions in holding the 2014/2015 Afghan elections (presidential, provincial councils in 2014 and parliamentary in 2015).

| Contexte |
The Afghan electoral system is weak. Previous elections (2005, and particularly 2009, 2010) were marred with insecurity, fraud and corruption at various levels, interference by the government and the international community and the setting up of parallel electoral institutions. No consistent efforts were made in the past to strengthen Afghan electoral institutions with a long term perspective. The experience of 2009 and 2010 were a lesson learned and more systematic capacity building by the UNDP started thereafter. The 2014/2015 elections are important for Afghanistan. The public debate in the country clearly indicates that the Afghan citizenry want these elections to happen. They coincide with the withdrawal of international combat troops. While the process is fraught with difficulties, it is hoped that for the first time since 2001 power is being transferred in a democratic process to a new head of state. |
