The country suffers from one of the highest infant and maternal mortality rates in the world. Over half of children under 5 years are chronically malnourished (stunted) and one-fifth of Afghan women of child-bearing age are underweight. The operating landscape in Afghanistan will become increasingly challenging over the medium term as international troops withdraw, foreign aid levels decline, and presidential and parliamentary elections remain contested. Growing insecurity resulting from these pivotal transitions could further impede humanitarian access to a third of the population is food-insecure and experiences high levels of undernutrition due to protracted conflict, frequent natural disasters, low development, weak institutional capacities and volatile food prices. Food insecurity and undernutrition must be addressed to respond to humanitarian needs and promote economic growth and stability in the country.

Contexte

Afghanistan faces enormous recovery needs after three decades of war, civil unrest and recurring natural disasters. Despite recent progress, millions of Afghans still live in severe poverty with a crumbling infrastructure.

With an estimated total population of 27 million, Afghanistan faces enormous challenges after more than three decades of war and civil unrest. Despite recent progress, millions of Afghans still live in severe poverty with limited access to food and other basic requirements. According to WFP, a third of the population – 8.8 million people – is food-insecure and experiences high levels of undernutrition, that means they cannot get enough nutritious food to support a normal  life under the current conditions in the country.

Objectifs

Under its Assets Creation programme, WFP contributes to support the building of rural resilience at the community level through the creation and/or rehabilitation of key infrastructure, including roads, canals, flood protection walls and terracing.

SDC supports the AC program with a secondee who is tasked to improve the quality of AC activities in Afghanistan.

Effets à moyen terme

WFP plans to align its Afghanistan’s Asset Creation strategies with WFP global activities, based on the secondees report and his recommendations.

Principaux résultats attendus:  

  1. In-depth comparative studies of WFP Asset Creation with similar activities carried out by other organisations and private sector.
  2. Projects and programme documents for WFP.
  3. Documents/operations which bring together country programmes in a manner reflecting strategic regional/country strategies and executive decisions.
  4. Reports with sound recommendations, based on analytical work, for reshaping Asset Creation strategy.

WFP supports the Government of Afghanistan and works closely with other UN agencies. The secondee will have regular exchanges with the SCO Kabul.
