Enhance Balanced Education in Afghanistan (BALEDU)
The project works to improve the quality of teaching in Afghanistan. The rapid increase in enrolment numbers over the past fifteen years has led to a high demand for teachers which is not met. In rural areas, half of primary education teachers are underqualified, resulting in low learning achievements. The project engages Teacher Training Colleges and the competent line ministry to improve teacher’s subject-specific and methodological skills, so that children benefit from better education.

| Contesto | Education is often cited as a success of the international intervention in Afghanistan, with the number of children in school increasing ninefold since 2002. Nevertheless, enrolment and attendance rates remain low and an estimated 3.7 million children are out of school, of which 2.2 million are girls. Transition rates from primary to secondary education are also low. Moreover, the low quality of the education provided and the weak learning outcomes achieved are growing cause for concern. |

The project will work directly with all TTC lecturers and student-teachers of the four TTCs in Herat, Balkh, Samangan and Badakhshan province. In 2016, 269 lecturers (37% of them female) were involved in pre- and in-service teacher training and a total of 9’308 student-teachers (55% of them fe-males) were enrolled in these TTCs. BALEDU will also work directly with specialists and administrtors in the Ministry of Education, with school supervisors, with supervisors and administrative staff of the four provincial education directorates (PEDs), and with primary school teachers of grades 1 to 3. Indirectly, all school children enrolled in primary and secondary education in the targeted provinces (787’000 girls and 950’000 boys) will benefit from an improved quality of education. |

Risultati principali attesi: 1. The framework conditions for the specific qualification of teaching staff for the classes 1-3 are improved in selected TTCs. 2. The conditions for the application of subject-specific and learner-centred methodology at se-lected TTCs are created. 3. The conditions for the improvement of a system for the continuous further development of quality in teaching methods are created. 4. The conditions for the anchoring of a Gender and Human Rights course in teacher training are created. Risultati fasi precedenti: The Teacher Practicum developed in the previous phase of the project is implemented in 18 out of 34 provinces, with further extension foreseen. The Human Rights and Gender course developed under the project is included in teacher training as a compulsory course. The Teacher Education Department adopted a gender strategy and has appointed Gender Focal Points in 10 TTCs to date. |
