Human Resources Development in the Health Sector - Professional Development System (PDS)
Albania is driven by a development and EU integration agenda reflected in its National Strategy for Development and Integration 2007-2013. A functional state with effective structures at all levels and effective governance practices remains still a challenge. The disparity between rich and poor is increasing and the risk of poverty is real, especially in the underserved areas and for vulnerable groups of the population. The reform of the health system still needs many improvements at govemance, management and care levels; standards are set, but implementation is weak. Equally, a modern health workforce must continuously upgrade its knowledge and skills. To ensure it, Albania is creating a Continuing Medical Education (OME) System.

The project intends to support and contribute to the improvement of quality of care for all, as well accelarate the health reform in Albania. |
| Zielgruppen |
Direct target groups are the national health agencies, health care organizations, continuing medical education suppliers and individual health care professionals. Among national health agencies, NGGE is the most important beneficiary of the project. Indirectly, the patients and users of public health care centres and hospital services especially in poor and rural areas will benefit. |
| Mittelfristige Wirkungen |
The project will support the establishment of a nation-wide system for accreditation of continuing medical education programs for all categories of health professionals and a re-certification system for physicians, pharmacists and dentists. Health reform will be accelerated through the proposed intervention. |
| Resultate |
Resultate von früheren Phasen: Project was a big success (set up of accreditation system for continuing medical education, creation of a re-certification system and creation of National Centre for Continuing Education (NCGE), due to strong support from the Albanian government and a participatory approach from the implementers. However, there is a risk that the fast reform pace could overwhelm the still new structures. While phase 1 focused on developing the necessary structures for a GME system, the 2nd phase will have to move to a support approach for these structures. |
