Solid Waste Management in Berat
SECO is supporting the Region of Berat in Albania including its municipalities Berat, Kuçovë, Poliçan, Skrapar and Ura Vajgurore, in improving quality, reliability and sustainability of its solid waste management (SWM) services. The support encompasses capacity development, technical assistance and Short Term SWM Measures.

| Contexte |
Albania is confronted with important challenges in SWM. Despite considerable progress on the establishment of a regulatory framework in accordance with EU policies, the implementation on national, regional and local level is clearly lagging behind. SECO is therefore financing a SWM project in the UNESCO-heritage city of Berat and the municipalities of Kuçovë, Poliçan, Skrapar and Ura Vajgurore in southern Albania. The design comprises capacity development activities, the elaboration of the Regional and Local Management Plans, a Feasibility Study for future infrastructure investments and Short Term SWM Measures. |
| Objectifs |
The SWM Project will contribute to improve quality, reliability and sustainability of SWM services in the Berat region and reduce negative environmental impact of generated waste. It will stimulate the awareness of political decision makers, civil servants and the public on SWM issues and support the enforcement of the respective regulations. The project will develop general capacities of public authorities in SWM, but will particularly foster knowledge in developing policies and financing schemes for improved services. The project will lay the basis for future sustainable infrastructure investments. |
| Effets à moyen terme |
Component 1: The municipal SWM departments and their staff are capable of planning and providing improved, more sustainable SWM services in current and potentially rural areas. Component 2: The framework conditions on SWM services are improved: Policies for SWM are elaborated, approved and conditions for implementation are established. Considerations and commitments on how to integrate the informal sector, namely the Roma Community and other ethnic groups, involved in waste picking, in the future SWM process, are included in the SWM Plan. Component 3: An environmentally friendly behavior and attitude change starts to be instilled among the citizens and decision makers of Berat region. Component 4: The implementation of Short Term SWM Measures supports reducing the environmental harm in Berat region and contributes to the implementation of the Regional Solid Waste Management Plan. This includes the rehabilitation of three waste dumpsites. |
| Résultats |
Principaux résultats attendus: Capacity Development needs are identified and Capacity Development measures are defined and implemented. Local context analysis of the SWM sector provides all elements necessary for the elaboration of the Regional SWM Plan, the Feasibility Study and the definition of the organizational development measures. The Regional SWM Plan is elaborated jointly with the stakeholders and approved. The Feasibility Study is elaborated jointly with the stakeholders and approved. Public Information Strategy is elaborated and implemented. Awareness rising and Public Information measures are efficiently and effectively realized. Short-Term SWM Measures are identified and implemented. |
