Albania has put reforming of vocational education and training (VET) as a priority of its strategies for socio-economic development, as reflected in the National Strategy for Development and Integration (NSDI), contributing to increased employability of youth and towards a competitive economy. Reforming of VET sector aims at replacing the (former) rigid system and introduces new approaches of partnerships (public, private with associations), leaming with projects, and inclusion of special needs group. Since 2002, the legal frame is in place, whereas implementation lags behind. However, as the EU (Commission) stated on Albania: the labour force still lacks the skills needed by a - continuously changing -modern job market.

The Albanian VET system matches with the labour market requirements, attracts participants, and strives towards European standards, and thus contributes to economic development and poverty alleviation.

| Gruppi target |
Youth (16-25 of age) are the primary target group of the project. Direct beneficiaries include: teachers and instructors in thermo-hydraulics and IT schools, coaches from NGO for the coaching cycle. Indirect beneficiaries are instructors, a number of private sector on-the-job coaches (in charge of implementation of informal partnerships for learning in bakery and hairdressing), school directors, civil servants from ministries. National VET Agency, National Employment Service.

| Effetti a medio termine |
The "renovated" approaches and programs in two selected qualifications implemented by partner schools are sustainably implemented by the Ministry of Education (MoES) and its dependent institutions; Public-private cooperation models in particular for internships and on-the-job training enhances the employability of the target group and provides for replication through recommendations to decision making; Good practices and lessons leamt on solutions to narrowing the skills gap, approaches for practice leaming, stakeholder cooperation and private sector participation are known by stakeholders.

Risultati principali attesi: Approaches for thermo-hydraulic qualification, IT secondary and IT post-secondary training, are absorbed and applied by the system. The cooperation model is utilised also for other qualifications. Partnership For Learning (PAFL) models in bakery and hairdressing operate sustainably and recommendations for improving legal framework are lobbied for. Coaching cycles for employment with beneficiaries from vulnerable groups are completed by trained coaches and serve as models for employability of the target group. Good practices are documented, debated among professionals and publicly, and made available to stakeholders.
Risultati fasi precedenti: Switzerland has contributed to the overall reform of the formal system (with curricual development, teachers' training and equiment) at secondary and post-secondary level in thermo-hydraulics and IT, setting up partnerships for leaming with a focus on private sector participation, all in co-operation with vocational schools for internship periods, and in coaching for employment. With totally 17 schools and about 1000 new students per year, AlbVET reaches out to 40% of secondary vocational schools, and approximately 20% of the annually new enrolment in VET.

AlbVET Phase 3 in close cooperation with other donors' projects - like EU, GIZ, ADA, EU/ ETF - supports the Albanian Government in reforming the VET sector: at technical level, through "DACH+'' (Deutschland, Austria, Switzeriand plus others), a forum which regulariy shares and coordinates approaches at implementers' level and provides inputs to SCO-A in strategic discussions and the continuous dialogue in the SubSWG VET.
