Implementation of SDC’s Culture Percent (Culture %) in the Western Balkans

In the Western Balkans, artistic expression and cooperation between cultural actors have proven to be powerful instruments for supporting processes linked to democratisation. Among these are intercultural dialogue, mutual tolerance, social cohesion and even economic development. By contributing to the Balkans Arts and Cultural Fund (BAC), set up by the European Cultural Foundation (ECF), SDC supports independent cultural work as important agent in fostering inclusive, democratic and prosperous societies in the region.

Supporting Decentralisation and Local Government

Switzerland supports Albania's transition to a democratic society. The decentralisation and local development programme (dldp) strengthens local government in North Albania and disseminates best practices at national level. It has introduced new models for local government functioning in areas such as waste management, public finance management, and e-governance.

Performing and Responsible Social Sciences Research (PERFORM)

Social Sciences in the Western Balkans lack recognition and influence. This project is designed to improve the quality and relevance of social research for political and social reforms in the region. Strengthened research communities, defining their research agenda and delivering quality research, a structured dialogue with public and private stakeholders, improving the relevance and policy incidence of research, and more conducive frame conditions for social research shall result from this project.

Increasing the Quality of Health Services for All

Albania has the lowest public health spending in the region. Many patients bypass primary health care and overcrowd hospitals, especially in larger cities. In addition, non-communicable diseases are increasing at an alarming rate. Therefore health promotion, prevention of diseases and improved primary health care services are a top priority for the country.

Civic engagement in Albania is low. The relationship between citizens and local authorities is still not based on accountability, transparency and participation. Corruption is pervasive while checks and balances are weak and under utilised.

Regional Research Promotion Programme

The programme promotes research in social sciences in the Western Balkans. While still having a rather marginal role, social sciences are highly relevant to bring forward social and political reforms in the region. Young researchers, in particular young female researchers, shall get their chance to conduct research according to international standards and thus remain motivated to stay in their countries of origin. In addition, research institutions get support to be prepared for increasing European integration.

Enhancing Social Inclusion for the Vulnerable

Due to limited financial, human and institutional capacities the Government of Albania so far does not adequately respond to the needs of marginalised and vulnerable groups. Switzerland in partnership with the United Nations (UN) is addressing this issue through the project Support to Social Inclusion in Albania that assists current reforms led by the government.

Swiss Contribution to the European Endowment for Democracy

Initiated by Poland and launched by the EU with the financial support of a number of European countries, the European Endowment for Democracy intends to promote democracy by supporting "agents of change" in the bordering countries of the EU in the East and in the South. Switzerland is represented in the Board of Governors and supports the endowment with a contribution of 1 million CHF earmarked for grants provided by the European Endowment for Democracy to projects.

Contribution to the Association "Alblnfo ch" Diaspora-website and activities

The role of the numerous Albanian speaking diaspora living in Switzerland for the development of their countries of origin is of high significance. The flows of financial remittances, of social capital, professional and cultural know-how are important resources for development. Alblnfo ch is an important stakeholder in this regard, offenng an interactive platform of refiection, debate, contacts and networking as well as professional and neutral information service to the diaspora in Switzertand and beyond.

Lugano Summer School - Support for health professionals and managers from Low- and Middle-Income Countries with a SOC health focus

Empowering the workforce at all levels and within each of the building blocks of the health system through training is mandatory for improving health system performance. Therefore the goal of the of the Lugano Summer School is to strengthen and sustain the capacity of health professionals in selected low and middle income countries to manage, develop and promote health services and health systems at conceptual, strategic, and operational levels.

Contribution to the Open Regional Fund for Modernisation of Municipal Services (ORF MMS) of the GiZ

Regional cooperation is an important element in achieving approximation between Western Balkan (WB) countries. The GiZ Open Regional Fund for Modernisation of Municipal Services (ORF MMS) is one of the few regional instruments that provides technical advice and financial funds to projects, that are jointly launched by regional service providers. The aim is to improve the efficiency and effectiveness of municipal services through skills development, promotion of good practices and common tools.

Regional Program: Scientific Cooperation between Eastern Europe and Switzerland (SCOPES), Institutional Partnerships and Research

Der Schweizerische Nationalfonds setzt das seit 1990 laufende Projekt SCOPES mit Partnern aus Osteuropa und der GUS um. Im Rahmen dieser Zusammenarbeit werden Forschungsinstitutionen aus Partnerländern in ihren Aufgaben unterstützt. Als weiteres Element führen Forschungsteams aus Osteuropa und der Schweiz in gemeinsamen Forschungsprojekten Grundlagenforschung durch. Deren internationale Vernetzung trägt wesentlich dazu bei, qualitativ hochwertige Forschungsresultate nutzbar zu machen.
