As per the strategic orientation of Swiss Cooperation in Albania (Cooperation Strategy 2010-2013), Switzerland commits itself to supporting Albania's efforts to evolve steadily towards the fulfilment of European integration requirements, among others in the adoption of European standards and policies: high quality statistics is both a requirement for further European integration as it is a set of European standards. Thus, SDC plans to further support Albania's Institute for Statistics to produce good and reliable statistics, through the upcoming census. The CENSUS 2011 will help quantify important aspects in a disaggregated way (gender, socioeconomic and regional characteristics), and thus improve policy development through increased accountability and heightened governance. Swizerland's participation into this multistakeholders initiative (EU, SIDA, UN) will confer further visibility to Switzeriand and to the Swiss expertise in Albania. The partnering with SIDA (leaddonor for Statistics in Albania) for this support to INSTAT, will allow reducing the workload for the Swiss Cooperation Office, while enhancing the quality and consistency of state-owned operations.

Albania is driven by a development and EU integration agenda reflected in its National Strategy for Development and Integration 2007-2013. A functional state with effective structures at all levels and effective governance practices remains still a challenge. The disparity between rich and poor is increasing and the risk of poverty is real, especially in the underserved areas and for vulnerable groups of the population. The reform of the health system still needs many improvements at govemance, management and care levels; standards are set, but implementation is weak. Equally, a modern health workforce must continuously upgrade its knowledge and skills. To ensure it, Albania is creating a Continuing Medical Education (OME) System.

Albinfo.ch connects members of the Albanian-speaking diaspora in Switzerland and with their countries of origin. Networking and exchange allow them to take part in social, economic and cultural developments in their countries of origin. Switzerland helps to fund this platform.

The economic upswing in Albania in recent years has led to a reduction in poverty. As before, the Roma and other minorities are however excluded from this prosperity. Some 70% of Roma live below the poverty line. Their per capita income is considerably lower than for the rest of the population.
