Support to Albanian Census 2011
As per the strategic orientation of Swiss Cooperation in Albania (Cooperation Strategy 2010-2013), Switzerland commits itself to supporting Albania's efforts to evolve steadily towards the fulfilment of European integration requirements, among others in the adoption of European standards and policies: high quality statistics is both a requirement for further European integration as it is a set of European standards. Thus, SDC plans to further support Albania's Institute for Statistics to produce good and reliable statistics, through the upcoming census. The CENSUS 2011 will help quantify important aspects in a disaggregated way (gender, socioeconomic and regional characteristics), and thus improve policy development through increased accountability and heightened governance. Swizerland's participation into this multistakeholders initiative (EU, SIDA, UN) will confer further visibility to Switzeriand and to the Swiss expertise in Albania. The partnering with SIDA (leaddonor for Statistics in Albania) for this support to INSTAT, will allow reducing the workload for the Swiss Cooperation Office, while enhancing the quality and consistency of state-owned operations.

| Background |
Albania has adopted in the last ten years several new strategies for socioeconomic development which are to be monitored, such as the Millennium Development Goals (MDG) and the National Strategy for Development and Integration (NSDI), but is still struggling with a lack of reliable data. In addition, the country has to respond to an increasing number of intemational requirements in the production of statistics and needs to expand its informational base for the formulation of new policies and for monitoring. The Population and Housing Census (PHC) has remained the main source of data providing an up-to-date infonnational base for realising political commitments (especially at the sub-national level). The upcoming census is therefore essential to provide information for reference in policy formulation and monitoring for the next decade.

The project intends to support the upcoming census operation in order to improve the perfonnance and sustainability of the Albanian statistical system as well as to enhance the démocratisation and decentralisation process in Albania through transparent and reliable statistical information.

Results from previous phase: The main achievements of Developing Social and Demographic Statistics in Albania (DESSA) encompassed the implementation of a Geographic Information System - which set the ground for the upcoming census - capacity-building of INSTAT in statistical analyses as well as the implementation of the Demographic and Health Survey (DHS) 2008-9, first ever done in Albania. However, Albania's capacity to deliver solid and reliable data independent from political interference is still relatively limited.

| Projects Coordination |
The project is designed as a joint partnership with SIDA, lead donor for statistics in Albania. The Swiss contribution will be managed and channelled through SIDA, according to conditions set in a delegated cooperation agreement. SDC, while withdrawing from day to day implementation, will take an active part in a joint Steering Committee and key projects' events. Coordination with other donors (EC and United Nations agencies) will be ensured through the steering/coordination mechanisms in place at INSTAT as well as in the framework of the Sector Working Group on Statistics.
