Solidarités International: Post Emergency Multi Sectoral Response to the Rohingya Refugee Crisis
In order to improve the resilience capacities of both Rohingya refugees and host communities in Bangladesh’s Cox’s Bazar district, this project will provide water, sanitation and hygiene services and strengthen resilience and protection capacities through income generating activities. It will thereby address key humanitarian and development challenges jointly faced by refugee and host populations in the district.

| Background | In 2017, violence in Rakhine State, Myanmar, has driven an estimated 700,000 Rohingya refugees across the border into Bangladesh’s Cox’s Bazar district, adding up to a population of 200’000 refugees already living there. The people and Government of Bangladesh have provided remarkable support to the refugees. The speed and scale of the influx required the international humanitarian community to step up its support to help mitigate a critical humanitarian emergency. The humanitarian response is complemented with development interventions, designed to mitigate impacts on the Bangladeshi host communities most directly affected by the influx and improve their ability to cope with strained natural resources, infrastructures and institutions. |

| Target groups |
Rohingya refugees and members from the host communities, with a special attention to women through the distribution of hygiene kits including menstruation management elements. For Food Security and Livelihood activities, the selection of the beneficiaries will be based on protection criteria, by targeting the most vulnerable to protection risks (30% of the beneficiary list). |

Specific Objective 1: To mitigate water borne disease outbreaks and improve living conditions of targeted beneficiaries through the provision and maintenance of water, sanitation and hygiene services. Outcome 1: Access to safe drinking water and sanitation is improved and safe hygiene practices are strengthened Specific Objective 2: To strengthen resilience and protection capacities of targeted beneficiaries and identified persons at heightened risks through home gardening and income generating activities. Outcome 2: Beneficiaries have improved livelihood opportunities to prevent, mitigate and address negative coping mechanisms Outcome 3: The preparedness to an emergency is reinforced through the design of a contingency plan |
| Results |
Expected results: Access to safe drinking water (18’000) and sanitation (20’000) is improved and safe hygiene practices (32’000) are strengthened Beneficiaries (1250) have improved livelihood opportunities to prevent, mitigate and address negative coping mechanisms Results from previous phases: The first phase of the project focused on water, sanitation and hygiene life-saving and emergency activities to respond to the dire humanitarian situation after the 2017 influx. Solidarités International constructed hand pumps, Deep Tube Wells and rehabilitated water points in host communities allowing a rapid increase of the safe drinking water coverage for both the refugee and host populations in those areas. Along with the construction of emergency and elevated latrines, desludging activities were also implemented to improve the sanitation conditions of approx. 30’000 beneficiaries. An SDC hygiene promotion (HP) advisor strengthened the SI team during five weeks to support the development of the overall SI HP strategy and the HP manual. |

SI works closely with the Department of Public Health Engineering (DPHE) of Bangladesh to harmonize the design of specific water, sanitation and hygiene activities. SI’s intervention is in line with the 2018 Joint Response Plan and SI is already operating in this area with the support of IOM, UNICEF, ECHO, DFID and UNHCR, implementing water, sanitation and hygiene, Food Security and Livelihood, Shelter/NFIs, Site Management and Protection projects. |
