Clean Air
The last phase of the project “Clean Air” helps to relieve the impacts of the climate change and to improve quality of life of the Bolivian population. By measures in 12 big Bolivian cities, where 88% of the country‘s car pool is located, the annual CO2 emission will be reduced by an estimated 130.000 tons.

- On national level a mechanism for coordination and control of air-quality measuring systems in the 12 cities has been institutionalised and measures for the improvement of air-quality on municipal and national level have been taken.

| Hintergrund |
Opposed to a favourable normative frame (law of transport, law of Mother Earth) is the development of the car pool in Bolivia, which has doubled to over one million vehicles in the last 6 years, a consequence of the favourable economic development and the subsidy of fuel and gas prices. On the downside we have, however, an increasing air-pollution and a collapsing public transport system. The air-pollution has especially adverse effects for health and quality of life of vulnerable sections of the population (embarrassed women, children, elder people) and of the impoverished classes. The poor quality of the public transport system mainly affects the impoverished sections of the population and leads to considerable losses of productivity. After land use (slash-and-burn, deforestation) the transport sector is the second largest responsible for the greenhouse gas emissions in Bolivia and largely contributes to the progression of climate change. |

A contribution to reduce climate change impacts and to improve quality of life of the population in the biggest Bolivian cities, especially of the impoverished sections. This can be achieved by reducing greenhouse gas and exhaust emissions and improving the quality and efficiency of public transport. |
| Zielgruppen |
Vulnerable and marginalised population groups (children, embarrassed women, impoverished sections) will benefit more than the advantage from the results, as they are especially affected by air-pollution. The impoverished sections, depending on public transport, suffer from the loss of time and the insufficient traffic safety of public vehicles. In the 12 cities approximately 2 million people are concerned. |

| Resultate |
Resultate von früheren Phasen: The four biggest cities of Bolivia have systems to measure the air-quality and are bearing 100% of the costs (staff, maintenance) themselves. The first pilot project for vehicle-control is working in Santa Cruz. All costs of this centre (staff, operating costs) are entirely born by the city of Santa Cruz. The technical assistance of Aire Limpio in the development of an adapted public transport concept and the expected introduction of public bus transport for La Paz and El Alto in 2014 has a catalytic effect on the modernisation of the public transport in Bolivia. |
