BIOCULTURA 2015 - 2019


In the last 5 years the Biocultura programme has elaborated an environment compatible approach for the development of rural communities – known as „Vivir Bien“ in Bolivia, and has contributed to the definition of a legal framework for the climate issue. In the 2nd phase 15.000 families in 400 communities have been receiving support to assimilate the climate changes and national capacities for an efficient and transparent management of the national climate budget have been constructed.

Contexto

In Bolivia the rural Andean Regions are worst hit by poverty and the adverse effects of the climate change. Climate estimations for the Andean Region proceed on a temperature increase of 2°C for the year 2030. According to IPCC this trend will increase the already existing problems with precipitations: reduction in the semi-arid zones of the Andes Mountains and increase in the humid Amazonian Region. Already nowadays the climate change has concrete consequences for the production capacity of soils, for hydrologic balance, biodiversity, plant diseases and in this way for the wellbeing and food safety of the population. The great challenge for the rural communities is the assimilation of these climate changes which come up to them as fast as never seen before. On normative level the framework law „Mother Earth and integral Development“ has been created, which defines national climate policy and the institutional frame for its implementation.

Objetivos

Strengthening of national capacities for a sustainable implementation and financing of climate concepts for the improvement of climate resilience and integral development (Vivir Bien) of vulnerable rural communities of the Andean Region.

Important indicators on local level: Improvement of incomes of approximately 15.000 families by 25%; reduction of malnutrition of children by 30%; ecological, improved and sustainable land use of 40.000 hectares.

Important indicators on national level: access of the national climate budget to the resources of the Bolivian state budget and the Green Climate Funds.

On local level: 15.000 families in 400 rural communities.

On department and national level: Autoridad de la madre tierra – APMT, institution, which is responsible for the management of the climate budget, Foreign Ministry, 5 department governments.

Efectos a medio plazo

Outcome 1 – On local level plans for the strengthening of resilience against the adverse effects of the climate change are implemented in order to improve the living-conditions of the population and to reinforce the resilience of the communities.

Outcome 2 – The departments of the Andean Region have plans for the assimilation of climate changes and implement them with their own resources.

Outcome 3 – The institution „Autoridad de Madre Tierra“[1], which is responsible for the climate change funds disposes of the necessary capacities to exercise its role.

Outcome 4 – The Ministry of Environment disposes of the necessary capacities to exercise its role of supervision and monitoring of the implementation of the national climate funds.

Outcome 5 – Concrete experiences with the climate funds have been processed and Bolivia can table them into the international negotiations about climate changes and discussions about SDG.

[1] The new created Autoridad de Madre Tierra (APMT) is responsible for the conception and implementation of the climate policy and for the coordination of investigations and the Knowledge Managements in CC.

 

 

 

Resultados

Resultados previstos:  

(i) Climate-plans for 25 territories have been elaborated and implemented.  (ii) Experiences on local level have been processed and disseminated (iii) 5 climate plans of departments have been elaborated  (iv) Instruments and procedures for the management of the climate funds and it`s instruments („mecanismos“) have been elaborated and introduced (v) The staff of the institutions, which manage climate funds has been trained.

Results from previous phases:  

On local level: (i) Improvement of incomes of 11.500 families by  17% (ii) Improvement of food safety (calorie balance  +10%) (iii) Introduction of ecologically adapted forms of management of 10.000 hectares and improvement of the management of 8 national parks (iv) Improvement of the administration of natural resources in 35 municipalities.

On international, national and department level: (i) Provision of inputs for the international negotiations of the Climate Convention and the SDGs. (ii) Assistance in the elaboration of the legal framework „Mother Earth and integral development“ and the corresponding regulations (iii) In 3 departments the elaboration of the climate policy has been supported and institutions for the protection of biodiversity have been created.
