Simplified Risk Assessment Training for Tax Administration in Republika Srpska

Supported by the Swiss State Secretariat for Economic Affairs (SECO) the International Finance Corporaton (IFC) joint with the International Monetary Fund (IMF) launched a two week training with Tax Administration of Republika Srpska today in Banja Luka. Training has objective to build capacities of tax administration inspectors in Simplified Risk Assessment of tax payers.

“IFC Tax Transparency and Simplification” and “IMF Fiscal Affairs Department (FAD)”, supported by the Swiss Government through SECO, joint effort to deliver a two week training with Tax Administration of Republika Srpska (RS TA). Training has objective to build capacities of tax administration inspectors in Simplified Risk Assessment (SRA) and application of adequate Excel based grids. Similar training was done in November 2015 with the Federation of Bosnia and Herzegovina Tax Administration.

Director of the RS TA, Ms. Zora Vidovic welcomed 15 inspectors from different offices of the RS TA and IMF experts at the beginning of training and underlined importance of this training for increasing capacities of RS TA in dealing with tax compliance. Almir Tanovic from the Embassy of Switzerland in BiH thanked RS TA for their efforts and interest to learn new techniques in tax audit. Trainers Bjorn Golnick and Claudia Gohlisch, both from Germany, work actively in German tax administration.

SRA approach is developed in the German Federal State Schleswig-Holstein and then used by majority of other German states. It is also presented in Netherlands and Serbia. SRA is most suitable for cash based SMEs but can be used for others. It assesses risks of tax evasion by analyzing economic data of a company and identifies risks by more deep analysis of accounting.

Switzerland and its partners IFC and IMF continue to support efforts of BiH and its entities in developing a fair, efficient and transparent tax administration as important factor in the economic development of the country.
