The presentation of the „White Book 2015/2016“ attracted a lot of interest among state and entity governments and governmental institutions, international organisations, foreign investors, donor community and projects implementers, business associations and media. Opening remarks were made by the President of Foreign Investors Council (FIC), Branimir Muidza and Prime Minister of the Federation of Bosnia and Herzegovina, Fadil Novalic

This is the most important written document of FIC, periodically produced by FIC members through their active participation in various working groups. Thanks to the consultative and working meetings with relevant stakeholders, this publication articulates the challenging experiences and recommendations of foreign investors in BiH. 30% of recommendation from the previous edition of the “White Book” in 2013 have been adopted meanwhile. Furthermore, some of the commitments in the BiH Reform Agenda coincide with the recommendations from the White Book“. The current edition covers following areas: labour law, corporate law, concessions and public private partnership, licences, the rule of law, taxes, energy efficiency and oil products.

This year’s „White Book“ gives special reference to recommendations given by Youth Employment Project (YEP), supported by the Swiss Government, from two analytical documents: 1) „Practical application of Employment Law in FBiH“ aiming to provide objective insight into the Federal Employment Law, and 2) the Analysis of Employment Law in Republika Srpska. YEP’s recommendations have been referred to in the chapter on laws and regulations of this publication, with aim to increase public awareness and knowledge about benefits of new employment laws.

The Foreign Investors Council is a non-profit business association, representing the interests of foreign businesses in BiH. The FIC objectives are the improvement of the investment and business environment in BiH, and the promotion of cooperation between the business council and the authorities in BiH.

In terms of strategic cooperation with ministries in charge, entrepreneurs and employment services, this presentation ensures visibility of the efforts which YEP invests in improvement of policies in fields of work and employment, laws and regulations.
