Le Programme de Développement Régional du Mandoul intervient dans la région du Mandoul et du département de la Péndé (région du Logone Oriental). Cette zone, située au sud du pays, s’étend sur environs 12'000 km2 ; avec une population estimée à 923'000 habitants, soit une densité de 77 habitants au km2. Le climat est du type soudanien avec une pluviométrie variant entre 800 et 1'200 mm, étalée sur 5 mois (mi-mai à mi-octobre). Cinq groupes ethnolinguistiques et des immigrants (éleveurs et commerçants) composent les populations de la zone.
