Strengthening the prevention and preparedness systems
SDC has a long standing cooperation with the Georgian Government (GoG) in the field of DRR on local, regional and central levels. The new government is showing more commitment in addressing DRR and climate change issues. With the current project, disaster management efforts of GoG are supported through the introduction of methodologies of risk mapping and cost benefit analysis (prevention) and rolling out of the certified vocational training for municipal fire fighter and rescuer (preparedness).

- A systemic approach for risk management methodology is applied at all governmental levels for an optimal prioritisation of preventive measures to be financed from national and local budgets
- A functioning vocational training for fire fighters and rescuers is in place increasing the capacities of the first responders and assuring an operative and sustainable response system countrywide

| Contexte |
Disasters of different nature and intensity, occurring in Georgia, are recurrent and hinder the country’s sustainable development and poverty reduction efforts. Georgia has signed the Hyogo Framework for Action, demonstrating that DRR is one of the countries priorities. However, DRR related legislation is more response and recovery rather than prevention and mitigation oriented. In addition, there is no national disaster risk management strategy. The country lacks also long-term preventive planning and prioritization at national, regional and local levels. The in October 2012 appointed government is showing more commitment to DRR. Therefore, systemic approaches and methodologies for planning and prioritisation of preventive measures using various weighting factors (based on risk but including political decisions) resulting in more efficient use of state budget resources are sought out. In addition, capacity building for existing response units at municipal level countrywide is needed. |

Principaux résultats antérieurs: The first phase of the self implemented DRR project was focusing on activities on local level. Substantial results for the introduction of prevention oriented disaster management approaches were achieved, including basic risk mapping and cost benefit analysis methodologies and concrete preventive measures complemented with efforts for building up response capacities at local level. Nevertheless to assure the sustainability of the achieved results, methodologies and systems need to be further developed and introduced at national level by the GoG. |
