Ghana Energy Development and Access Program
This project supports Ghana's efforts to provide national access to electricity. It does so by financing the extension of the electricity distribution network, and by strengthening the managerial, commercial and technical capacities of main sector public actors. The project also promotes energy efficiency and the development of renewable energies.

- Government of Ghana
|Background||Ghana is considered as one of the most stable countries in western Africa, characterized by a strong democratic rule of law and a relatively robust economic growth. To secure the country stability and support further growth, it is imperative for Ghana to address the weaknesses of the power sector, notably by increasing electricity generation capacity and reinforcing and extending the reach of the electricity distribution network. Cases in point are that today only about 62% of households nationwide have access to electricity, and urban growth is triggering a steep increase in electricity demand.|
|Objectives||This is a continuation of SECO support to the electricity sector in Ghana which started in 2007. Through this project, SECO finances the extension of the electricity distribution grid under the service areas of the two electricity distribution companies: the Electricity Company of Ghana (ECG) and the Northern Electricity Distribution Company (NEDCo). The grid extension will be designed so as to maximise the number of people that will receive access to electricity through SECO funding. The strengthening of the institutional capacities of ECG, NEDCo, and the promotion of renewable energies and energy efficiency are also objectives of the project. The expected impact of the project is economic development and poverty reduction in Ghana.|
|Medium-term outcomes||Improved operations and financial situation of ECG and NEDCo.Increased access to electricity.Larger utilisation of renewable energy and energy efficient technologies.|
Expected results: New metering equipment for ECG and NEDCo.Improved billing and cashing systems of ECG and NEDCo.Improved customers services within ECG and NEDCo.New distribution equipment for the intensification of ECG and NEDCo grids.Pilot demonstrative projects employing renewable energy technologies.Early Stage studies for renewable energies projects.Awareness on energy efficiency and use of energy efficient technologies.
Results from previous phases: Access to electricity provided to 35'000 persons as per plans.Assessment of technical and commercial losses of electricity distribution companies achieved as per plans.Reform of ECG Ashanti along the lines of a Strategic Business Unit (SBU) initiated.Support to Public Utilities Regulatory Commission (PURC), closed with around 40% of the budget disbursed.
