On Friday, 28 February, the full Federal Council, led by President Simonetta Sommaruga, received the President of Ghana, Nana Addo Dankwa Akufo-Addo, who is paying a state visit to Switzerland. The main subjects addressed during official talks at the Bernerhof included economic relations, cooperation on environmental matters, and peace and security policy.

Federal Council stresses Africa’s importance and adopts first continent-wide strategy

At its meeting on 13 January 2021 the Federal Council approved a strategy on Sub-Saharan Africa for the first time. The countries of North Africa are already covered by the MENA strategy adopted by the Federal Council on 14 October 2020. The new strategy recognises the great diversity of the African continent and the challenges and opportunities it presents. It sets out Switzerland's priorities and measures in the region for the 2021–24 period. In addition to peace, the core elements of the strategy are security and human rights, migration, prosperity, sustainability and digitalisation, areas in which the strategy builds on a tradition of partnership with the states of Sub-Saharan Africa.

On 24 September, Switzerland submitted a proposal to the World Customs Organization (WCO) regarding an amendment to the international customs duty classification for gold. The aim of the proposal is to improve transparency and traceability in the international gold trade. Switzerland will already implement the proposed amendment for gold imports into Switzerland from 1 January 2021.

Coronavirus: Large-scale events in Switzerland to be permitted from October under strict conditions and with a permit

At its meeting on 12 August, the Federal Council took the decision to re-allow events for more than 1000 people from 1 October. Strict protective measures will apply and the events will have to be authorised by the cantons, taking into account the local epidemiological situation and their contact tracing capacity. The Federal Council thereby intends to ensure that the epidemiological situation in Switzerland does not deteriorate. At the same time, this careful reopening step takes into account the needs of society and the economic interests of sports clubs and cultural venues.

Coronavirus: Federal Council adopts second extraordinary addendum to 2020 budget

It submitted 13 supplementary credits for around CHF 770 million, aimed at cushioning the further impact of the COVID-19 pandemic. Irregular migration to Europe fell again in 2019 - Switzerland recorded the lowest number of asylum applications since 2007, but at the same time Greece recorded a sharp increase in landings from Turkey. Against this background, Switzerland last year advocated both a reform of the Dublin system and a balanced responsibility for people in need of protection within Europe, as well as a strengthening of Europe's external borders. Support for countries of origin, transit and host countries will become even more relevant with the global health and economic crisis caused by the coronavirus. This is stated by the Federal Council in its annual report on migration foreign policy, which it approved in its meeting on 24 June 2020.

The FDFA brings home almost 7,000 Swiss nationals stranded abroad

SDC supporting global fight against COVID-19 pandemic

To this end, it is adapting existing programmes by redirecting CHF 56 million of funding. The SDC has also transferred CHF 18 million to international organisations. An increasing number of Swiss nationals live abroad

At the end of 2019, more than one in ten Swiss nationals lived abroad. Almost two thirds lived in Europe, notably in France. Their number continued to increase, both among the young and old. Overall, the share of women remained greater than that of men, according to the results of the statistics on the Swiss abroad from the Federal Statistical Office (FSO).

Switzerland to contribute to capital increases at the World Bank Group and African Development Bank

Switzerland intends to contribute CHF 297 million to capital increases at the World Bank Group WBG and the African Development Bank AfDB. The Federal Council adopted the relevant dispatch on 19 February 2020. The WBG and the AfDB are priority multilateral organisations in terms of Switzerland’s international cooperation, and are key actors in implementing the 2030 Agenda for Sustainable Development, particularly with regard to tackling poverty. They support developing countries by granting loans and providing technical assistance.

Federal Council adopts report on Switzerland's implementation of international humanitarian law

On 12 August 2020, the Federal Council adopted a voluntary report on the implementation of international humanitarian law by Switzerland. Seventy-one years after the adoption on 12 August 1949 of the Geneva Conventions, Switzerland is one of the first states to do so. Respecting, strengthening and promoting international humanitarian law are written into Switzerland's DNA. Switzerland intends to set an example and encourage other states to take similar initiatives. This would foster dialogue among states in order to improve the protection of victims of conflicts worldwide.
