Human Rights Support Program

Progetto concluso

Human Rights (HR) promotion and protection in Honduras does not live up to international standards nor does it comply with commitments as shown for example by the 2010 Universal Periodic review of the HR council. Reducing HR violations including the killing of journalists, lawyers or farmer representatives is imperative and strongly demanded by the international community. The Program supports capacity development of state and non state actors as well as policy development.

Contesto

Since the Coup d’Etat of 2009 the dismal human rights situation has not improved much. Violence, impunity, discrimination and inequity are the underlying reasons. Acting upon recommendations to improve HR protection (Truth commission, special UN rapporteurs) is pending. Lacking capacities and competences and above all limited political will are the main obstacles.

Government, judicial and legislative institutions responsible for HR promotion and protection, civil society and movements of right holders (such as ethnic groups).

Risultati

Risultati fasi precedenti:  

The results of the pilot phase include improved capacities (e.g. prosecutors office) or law reforms (e.g. for reparation of HR victims). Areas that need strong support include protecting HR defenders, strengthening civil society and implemention of HR action plan as national policy.
