| Contesto |
Intergovernmental transfers from the national level account for the main source of funding for local governments, who hold a lot of responsibility for the delivery of basic infrastructure services to citizens. Local service delivery remains a weak point in Indonesia, driven by capacity gaps and a lack of accountability on the local level as well as opaque prioritization mechanisms for expenditures. This results in Indonesia lagging behind regional peers in measures such as access to water and sanitation services in urban areas. |

The overall goal of the project is defined to achieve fiscal governance systems that are more inclusive, responsive and accountable to the needs of historically excluded groups, especially women. The project will focus on the domains of water and sanitation and healthcare as main entry points and aims to improve well-being of citizens through improved access to quality water and sanitation as well as health services. Progress made in these sectors can then be replicated to other sectors and topics. |

Risultati principali attesi: At least 4 organization partners will have their capacity strengthened through strategic accompaniment on fiscal governance systems, strategic advocacy and media engagement, organizational effectiveness and inclusive leadership. Oganization partners generate ongoing citizen evidence, analysis and other research to inform dialogue and advocacy with government At least 4 organizational partners and coalitions engage in dialogue spaces with national and subnational government institutions on fiscal governance reforms each year Organizational partners and coalitions understand, engage and collaborate with at least 2 government and non-government oversight actors (e.g., SAIs, parliament, media). Risultati fasi precedenti: Results of the first phase of SPARK on the global level include: An estimated 5.1 million poor and marginalized citizens accessed new or improved services (in the form of COVID-19 relief packages, social protection assistance, health, water, sanitation, refuse removal services, agricultural inputs, fuel subsidy assistance, etc.). SPARK’s budget advocacy resulted in 39 instances of increased budget allocations in support of service delivery reforms worth at least $351.5 million, and COVID-19 responses worth $116.8 million. SPARK reform campaigns also contributed overall to 37 policy changes supporting more equitable service delivery for marginalized citizens. The SECO co-funded Asivikelane program as a part of SPARK contributed to improved services in the domain of water and sanitation and waste collection for almost 4 million individuals living in South African metropolitan cities. |
