Emergency winterization response- UNHCR Kurdish Region of Iraq

The large scale violence against the civil population in Central Iraq has forced 1.8 million people to seek refuge, mainly in the Kurdish Region of Iraq (northern part). Shelter is a major issue both for the IDPs but also for the host communities as IDPs are seeking refuge in schools, mosques, unfinished buildings and in the open air. This Emergency response from SDC with winterized material (including tents) aims at supporting UNHCR in its protection mandate.

Background

The violence at large scale against the civil population has resulted in about 1.8 million IDPs, a majority of them seeking protection in the Kurdish Region of Iraq. Shelter has become a major issue and UNHCR does not have enough tents for all the IDPs. Moreover, only 1% of its tents are winterized.

Objectives

Provide emergency shelter and NFIs support to the IDPs communities currently in the Kurdish Region of Iraq through the air delivery of humanitarian (non-food) assistance to UNHCR in Erbil.

Target groups

IDPs from Central Iraq who came to the Kurdish Region of Iraq for protection.

Medium-term outcomes

Facilitate provision of the affected population with relief goods such as family tents, winterization kits, blankets, etc. SDC will provide 990 winterized tents that will be erected in the same camp as for the phase I (Baharka camp).

Results

Expected results:  

  • Facilitate transport of relief goods from Switzerland to Erbil (see outcome)
  • Produce winterization kits for tents in China and facilitate transport from China to Erbil.
  • Support UNHCR with the most needed NFIs for winterization (tents, heaters, blankets, etc.)


Results from previous phases:  

End of September 2014, a first delivery of 300 winterized tents and further winter material (heaters, tents, kitchen sets etc.) was sent to Erbil. 1800 beneficiaries profited of this inkind material. The delivery and installation was accompanied by a SET team. The operation was a success, but the needs, especially in shelter, remain largely unmet.
