Established in 1998, Puntland (a semi-autonomous, self-governing State) is located in the north-eastern part of Somalia. Puntland has enjoyed relative peace throughout much of the last 17 years of civil war, during which the rest of the country, with the exception of Somaliland, has experienced prolonged civil strife. The Puntland State is made of 7 regions namely, Bari, Karkar, Nugal, Mudug, Sanaag, Sool and Eyn of which the last three are of disputed ownership claimed by both the Puntland and Somaliland administrations. The overall objective of the programme is to contribute towards improving the livelihood  and long term resilience of vulnerable women groups and pastoralist populations in Puntland State of Somalia.
