Swiss Regional Police Cooperation Programme in the Western Balkans
Switzerland has an interest in a politically and economically stable development of the Western Balkans. The programme addresses the fighting against organised crime as a key issue under a regional approach – consulted with Federal Partners and in coherance with Swiss policies in the sector of security and police.

| Hintergrund |
The Western Balkan countries have made substantial progress towards stability and security. Yet, transnational organized crime is a serious problem for the entire region and Western Europe. Countries have recognised the need for a common legal framework and standards, and the importance of transnational cooperation to tackle the issue. A challenge is the integration of Kosovo in cross border cooperation. Still, cooperation among countries in the region, mutual trust and strategic and operational capacities are not strong enough to tackle transnational security threats. |

Transnational police cooperation to fight serious and organized crime in the Western Balkans is strengthened, thus contributing to improved security of the population in the Western Balkans region and throughout Europe. |

Regional organizations and initiatives, ministries of the interior, and law enforcement agencies with its staff on policy and operational levels of target countries. End-beneficiaries are citizens in Europe. |

Framework conditions for strategic and operational police cooperation are enhanced. Mutual trust and common approaches among law enforcement authorities in the region and their ability to prevent and fight serious and organized crime are enhanced. Involvement and engagement of Kosovo in bilateral and multilateral police cooperation activities is enhanced. |

Erwartete Resultate: Specific outputs will be defined with each project approval. i) Approx. 8 - 15 regional projects are supported. ii) contribution to PCC roadmap implementation with improved use of cooperation methods for joint investigation teams, cross-border surveillance, etc; Forms of supports are: a) capacity and knowledge building of police officers (regional training events; training of trainers; operational exercises); b) promotion of regional networks and exchange activities;
Resultate von früheren Phasen: Switzerland is supporting police cooperation in the Western Balkans since 1990. The shift from a bilateral to a regional approach was confirmed with last programme’s review in 2010. Relevant contributions to efficiently and effectively fight organised crimes have been made. The focused cooperation with only one regional partner has shown its limits. |
