Swiss Regional Police Cooperation Programme in the Western Balkans

Project completed

The programme addresses the fighting against organised crime as a key issue under a regional approach – consulted with Federal Partners and in coherance with Swiss policies in the sector of security and police. With this framework programme regional inititiatives and projects are supported by means of a project fund with award criteria. Specific Swiss expertise can be brought in by Federal Partners, if deemed adequate. In view of Switzerland’s mandate of chairman-in-office of the OSCE in 2014, the regional programme provides the opportunity to intensify cooperation in this thematic field.

Target groups

Regional organizations and initiatives, ministries of the interior, and law enforcement agencies with its staff on policy and operational levels of target countries. End-beneficiaries are citizens in Europe.

Results

Results from previous phases:  

Switzerland is supporting police cooperation in the Western Balkans since 1990. The shift from a bilateral to a regional approach was confirmed with last programme’s review. Relevant contributions to efficiently and effectively fight organised crimes have been achieved. The focused cooperation with only one regional partner has shown its limits. Conclusions on previous experience have led to a revision of programme concept and programme management approach.
