The Kosovo Inter-Ministerial Water Council (IMWC) aims at integrating water issues in the Kosovo Government development policies. The project supports the "IMWC Support Project Team", which will elaborate policies and reform processes, propose them to the IMWC and support the implementation process of the approved tasks.

Contexte

Since 2000, SECO has been very active in Kosovo's drinking water sector with investment projects amounting to nearly 35 MCHF and has taken the lead position in this sector, notably in supporting the Inter-Ministerial Water Council.

Objectifs

The development of the long term water sector management structure and the relationships between the corporate entities, municipalities and central government is the main objective of the IMWC, in order to provide cost-effective, high quality services to all sectors of the population.

Component A - Policy issues :

The IMWC coordinates effectively the water sector development and successfully addresses the related core systemic problems-

A comprehensive legal, policy and strategy framework in the water sector is developed, enforced and its implementation monitored-

Inter-institutional coordination, collaboration and learning as well as harmonization of projects / programs in the water sector are strengthened.

Component B - Services issues :

An improved regulatory and institutional framework for sustainability (quality, reliability, safety and financing) of water services is in place and performs-

An improved regulatory and institutional framework for a holistic and sustainable water resources management and protection is in place and performs.

Résultats

Principaux résultats attendus:  

IMWC is capable of acting-

Relevant water sector legislation is (re-)drafted and approval process is supported by the Parliament and ratified by GoK- enforcement of Water Policy provisions is supported and monitored-

Water sector implementers meetings are regularly held and provide a platform for coordination and mutual learning- donor coordination meetings under SCO-K lead are assisted / contributed to- the voice of the civil society in the water sector is strengthened-

Implementation of the strategy for integration of the rural water systems into RWCs is steered-

The adaptation / development of regulations on water resources management and protection from the new Water Law is monitored and supported upon demand- the regulation on the definition and establishment of protection zones is revised and implementation monitored- a wastewater management working group under the IMWC is steered towards developing a wastewater sector approach.


Principaux résultats antérieurs:  

The Water Task Force played a crucial role in bringing together the Government of Kosovo, donors and implementers, and contributed to defining sector priorities. The collaborative platforms that had been supported resulted in better sector coordination in terms of investments, and in the exchanges of concepts and approaches.
