Water Supply in South-East Kosovo

The South-eastern part of Kosovo is in need to further rehabilitate its water supply system. This part of the country is since the 1999-2000 war supported by Switzerland. After the recent development of new water resources, the regional water companies have now to deal with substantial water losses in the networks. Also operational costs still have potential for reduction, e.g. by adding storage capacities in order to profit of low tariff electricity costs. Furthermore, there are still many urban inhabitants not yet connected to the water supply system. In order to consolidate and enhance the sustainability of investments made so far, SECO is financing a new project involving the rehabilitation and extension of water pipe systems in Ferizaj, as well as the construction of a new reservoir at Gjilan. Furthermore, a new billing system is to be introduced in Ferizaj.

Contexte Even though improvements in the water sector can be observed, the overall situation remains a challenge. The lack of management during the past decades, the damages of the war, the post-war complexity of allocating institutional responsibilities between local and international organizations, as well as the lack of local technical and managerial know-how, are only few of the challenges. The Regional Water Companies (RWCs) tend to be further challenged by the uncontrolled constructions, the inadequate planning, old equipment of water infrastructure... There are also needs for improved corporate governance and technical improvement of the RWCs.
Objectifs The objective of the proposed project is to enhance the sustainability of the former Swiss investments and ultimately of the two supported Regional Water Companies in Gjilan and Ferizaj, as well as further improve the water supply and quality in the two municipalities. The proposed measures build upon prior Swiss investments to develop new water resources to improve drinking water treatment and improve delivery services to customers.
Effets à moyen terme For the outcome, it is expected that the proposed measures will result in greater revenues of the Regional Water Companies. This will be reached by less network losses, additional customers connected to the network, less operational costs in the water treatment plant due to better raw water quality, less operational costs due to additional storage capacity (investment components), as well as by additional revenues via greater billing and collection and higher customer satisfaction / awareness (capacity components).
