Central Asia: Gender and DRR Study 2022


This study will focus on understanding the relevance and influence of gender dynamics on Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) measures in Central Asia. It aims to garner practical insights that are useful to rendering Switzerland's and partners' work in the areas of DRM more gender-sensitive, and to explore the potential for DRM activities to have a gender-transformative impact in order to inform sustainable humanitarian and development interventions.

Background

While natural hazards are gender neutral, their impact is not. Individuals and communities are exposed and vulnerable to hazards to different extents. Gender is one of the factors that can have an influence on vulnerability and exposure to hazards. Though it is by far not the only one: Other factors can be age, the economic status, access to finances and services, educational level, ethnicity, religion, class, caste, disability or health status.

Previous studies, guidance notes, workshop guides etc. have already established that gender dynamics do have an influence on disaster risk management (DRM). The study will provide insights on how the dynamics play out in the context of Central Asian countries. It will be the first SDC study that will systematically look at the intersection of gender, DRR and CCA and the first such study focusing on the Central Asian region.

Objectives Inform and sensitize staff at Swiss Cooperation Offices, partners (including authorities and implementing partners) and colleagues at HQ about the ways gender dynamics play out in DRM and CCA in the work contexts in Central Asia.

  • Partners of the SCOs including authorities an implementing partners that will contribute to the study and benefit from findings achieved through the present study
