The current Lao Government’s five-year socio-economic development plan (2006-2010) integrates the Lao PRS and provides a comprehensive framework for growth and development. It has a particular focus on improvement of the poverty situation in the seventy-two poorest districts identified throughout the country through improvements in agriculture, health, education, and infrastructure. The most important objective for rural areas is the improvement of household food security. For this purpose, the Government has adopted an area-focused development approach, which aims at providing a whole range of alternatives to remote communities. In this context, livestock development is considered one of the most promising options for the poor ethnic minorities in the northern uplands to get out of poverty, in particular if linked with access to financial services. In its concept paper for “Rural Economy and Natural Resource Management for the Mekong Region programme” (2004), SDC has recognised this option and has made it a strategic priority for its future programme development. For Laos, the focus areas will remain the same, namely rural development and governance. The overall aim of the Sustainable Uplands Livelihoods Development Project is to contribute to government initiatives in poverty reduction through smallholder livestock development in the northern region of Lao PDR.
