| Background | The Red Cross programmes responds to the combined negative effects of the Syria crisis, the economic crisis and the ongoing armed conflict. In Lebanon, 20% of Syrian refugees still live in informal (not permanent) very basic settlements often next or within agricultural land. They are in deplorable water, sanitation and hygiene conditions which often leads to intercommunal conflicts. As of 16 October, there is 779,613 internally displaced persons (IDPs). 191,518 IDPs have taken refuge in 984 shelters mainly schools and other public buildings including in the vicinity of informal tented settlements. |
| Objectives | Improve water and sanitation infrastructure and hygiene practices to reduce exposure of vulnerable communities to WASH-related diseases, increase their resilience, and preserve their dignity through environmentally sustainable approaches. |
| Target groups |
Direct beneficiaries for basic water and sanitation services (WASH): Water, Sanitation and Hygiene in Informal Tented Settlements: 400 households Indirect beneficiaries: Regional Water Authorities (Water Establishments), Municipalities, Schools, primary health care centers and other public institutions and infrastructure. |
| Medium-term outcomes |
Outcome 1: Community resilience is enhanced through improved mitigation and preparedness for water, environmental sanitation, and hygiene-related challenges. Outcome 2: Access to water, environmental sanitation, and hygiene systems within targeted communities is improved through sustainable management of participatory WASH response, recovery, and development initiatives. Outcome 3: The WASH program capacities and cultivated innovative solutions are strengthened, resulting in heightened efficiency, responsiveness, and sustainability across water, environmental sanitation, and hygiene initiatives. These outcomes remain entirely valid in the conflict and activities will be adapted to the conflict development if needed. |
| Results |
Expected results: Output 1.1: Communities are equipped and prepared with the knowledge, skills, resources and infrastructure for WASH preparedness and mitigation. Output 2.1: Communities impacted by an emergency crisis are provided with essential water, environmental sanitation, and hygiene resources. Output 3.1: Staff and volunteers are equipped with enhanced skills and knowledge through targeted and specialized capacity building initiatives. Results from previous phases: Informal Tented Settlements: 187 Syrian households (1481 individuals) were provided with basic water, sanitation and hygiene services. Institutions: Basic water, sanitation and hygiene services in 16 neighbouring schools with 6,361 Lebanese and 1,544 Syrian students, one Public Health Center and one Government building frequented by 16,000 citizens could be assured and since function reliably. Host Community projects: Five water pumping projects serving around 2,200 citizens reliably. Quarantine Units: 23 Quarantining Units for COVID installed. Since the end of the pandemic used as training locations. Recently they were identified as shelter for IDPs in the contingency planning for an extended conflict. |
