Strengthening the Protection and Resilience of Vulnerable Refugees through targeted Multi-purpose Cash Assistance (MPCA) in Moldova
The intervention, implemented by UNHCR, ensures continued multi-purpose cash assistance to the most vulnerable refugees from Ukraine in Moldova to help them meet their basic needs and reduce protection risks. It addresses critical gaps by offering immediate assistance and contributing to the gradual inclusion of refugees in national protection services.

| Background | Since the onset of the full-scale Russian invasion of Ukraine, Moldova has played a critical role in providing refuge to displaced populations, with over two million border crossings recorded between Ukraine and Moldova over the last three and a half years. As of January 2025, 145’000 Ukrainian refugees and third-country nationals remain in Moldova. Simultaneously, Moldova is grappling with significant and compounding socio-economic challenges. In the second half of 2024, the absolute poverty rate was almost 32%, an increase of nearly 5% since 2020. These conditions, combined with the protracted refugee presence, have placed pressure on Moldova’s already overstretched social protection systems, public infrastructure and service delivery capacities. The Government of Moldova is committed to transitioning to a long-term response and to take over the refugees’ caseload after the support of international partners will be phased out. |
