Improving Energy Efficiency in Ulaanbaatar’s Schools and Kindergartens

Ulaanbaatar. 01/01/2018 -- The launch of the second phase of the Public Investment in Energy Efficiency Project (PIE2) was held on January 8. PIE2 will introduce and apply effective public investment management procedures for retrofitting of 20-25 schools and kindergartens in Ulaanbaatar city.

The Swiss Agency for Development and Cooperation-funded PIE2 Project, totalling CHF 4 million (MNT 9.8 billion), will be implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Municipality of Ulaanbaatar City (MUB) in Songinokhairkhan and Bayanzurkh districts from 2018-2021. The MUB will provide matching grants covering 40 percent of the overall retrofitting budget, with MNT 1 billion earmarked for 2018 alone.

PIE2 will adapt and scale up good practices in two selected ger districts of Ulaanbaatar. The project will tackle the shortcomings in public investment management in Ulaanbaatar, by introducing governance-related procedures PIE2 will demonstrate practical and replicable thermo-retrofitting models to (i) reduce carbon dioxide (CO2) to mitigate climate change, and (ii) reduce air pollution. The project will focus on the rehabilitation of kindergartens and schools in the two largest districts have the highest percentage of people living in ger areas.

“There is a critical need for Ulaanbaatar’s population to live in warm and comfortable, yet affordable and widely available, buildings in Mongolia’s severe climate,” said PIE2 Project Director David Hancock. “This project will not only deliver state-of-the-art examples of such retrofitted buildings, but also soft systems that will ensure the future sustainability of the project.”

Ulaanbaatar Deputy Mayor Sh. Ankhmaa said in addition to improving social infrastructure, the project will also improve MUB’s capacity in, and governance of, public investment management.

Swiss Agency for Development and Cooperation (SDC) Director of Cooperation Gabriella Spirli said: “SDC placed special focus on the governance aspect of the project. The PIE Project is not only about retrofitting buildings; it is also about the management of the entire project cycle, from selection to tendering, procurement, implementation, and monitoring according to sound public financial management procedures.”
