Call for Small Action Project Proposals

The Swiss Agency for Development and Cooperation’s (SDC) overall objective in Mongolia is to contribute to the empowerment of Mongolian citizens and institutions towards an equitable, green and prosperous society, leaving no one behind. The current domains of intervention are Agriculture and Food Security, Governance and Basic and Vocational Education and Training.

SDC is calling for proposals for Small Action Projects under any one of the following focus subjects:

  • Cleantech Start-ups;
  • Digitalisation in Tourism and Hospitality;
  • Commercialisation of Green Business;

Projects should be designed to include knowledge generation, capacity building for greater sustainability, innovative approaches, job creation and/or technological solutions. Duration of projects should not exceed 18 months and should be carried out in Mongolia.

The selection will be in two steps: first, applicants should provide a concept note on the proposed project. Concept notes will be screened and only selected applicants will be contacted to develop a complete project proposal as the final step.

Who can apply?

Applicants can be social enterprises, private companies, civil society organisations, cooperatives, governmental agencies, academic or research institutions registered in Mongolia which have been operational for at least one year at the date of the application.  Partnerships with foreign organisations are accepted (note: Mongolian organisations will be selected with priority).

Requirements for the concept note:

Applicants shall submit a concept note (DOCX, 2 Pages, 62.6 kB) in English of max three pages containing:

  • project context and description of the solution/business idea;
  • expected results, project implementation strategy, possible risks for the implementation; and modalities to be applied, including project set-up;
  • partners, stakeholders’, market and customer brief analysis
  • indicative budget as an annex;
  • registration certificate of the applicant/s, relevant experience and two most recent references.

Funding requirements:

Maximum grant provided by SDC is MNT 300 million per project. Co-financing of at least 20% from the applicant and/or third party (note: projects with higher proportion of co-financing will be selected with priority) in cash or in kind, is a compulsory requirement where both, higher percentage of contribution and cash co-funding will be prioritised during the selection process.  Applicants must prove the availability of the funds.

Submission :

The concept notes must be submitted electronically in pdf format to ulaanbaatar@eda.admin.ch  with the subject line “Small Action Proposal 2021” until 17:00 19th February 2021. Receipt of the submissions will be acknowledged by e-mail, only selected applicants will be contacted within 09th April 2021. No questions will be answered by phone or mail during the selection process.
