Decentralisation reform in Mongolia is advancing

Mongolia is keen to learn from the Swiss form of direct democracy in its governance and decentralisation reform. Championed by its President, Ts. Elbegdorj, the Mongolian government has made significant advancements in introducing instruments of direct democracy through decentralisation and increased citizen participation in decision-making processes.

The Swiss Cooperation Strategy (SCS) with Mongolia 2013-2016 was approved in 2012 based on the scenario of a booming economy and the political will to opt for democratic institutions and the decentralisation of power. However, the economic situation has since deteriorated and inequalities in society are perceived to be widening. In this context, SDC in Mongolia conducted an internal review on its current strategy.

“Onsite Insights” talked about the findings with the head of SDC’s East Asia Division, Denise Luethi, who undertook the review.


B. Amgalan: The procurement of public tenders is much improved

“It was different before we had the open public-procurement system,” said Mrs B. Amgalan, Director of Undrakh Buteemj Co. Ltd, a company that has completed a full renovation of School No. 1 in Uvs aimag. “There were many issues that were critical in regard to past procurement practices. Now we are better informed by the Public Procurement Office on the tender opportunities in our aimag.”
