Originally conceived to support the development of activities under the Swiss North Africa Programme launched from scratch in 2011, the 5^th phase with a much reduced budget allows deepening relevant thematic and context knowledge, developing and formulating future strategic priorities and setting-up adapted or new projects for SDC in a fragile and complex environment. For 2015-16 the focus is on preparatory work for the Swiss North Africa programme 2017-20.

Médecins du Monde Belgique: Tamkine Migrants (Promouvoir l’intégration médicale des femmes migrantes au Maroc)

La nouvelle politique migratoire présentée par le Maroc en septembre 2013 offre une opportunité pour la concrétisation de la volonté du pays de respecter ses engagements internationaux envers les migrants et leur intégration. Pour des raisons administratives, financières ou par manque de capacités, les institutions marocaines ne sont pas encore en mesure de généraliser leur prestations aux femmes migrantes vulnérables. Ce projet vise à améliorer l’accès médico-psycho-social des femmes migrantes au Maroc (Rabat et Oujda) en institutionnalisant et transférant le savoir-faire de la société civile aux structures publiques.

In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises. SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence.

L’agriculture crée 4 millions d’emplois au Maroc, surtout en milieu rural, où les produits du terroir présentent un grand potentiel pour améliorer les conditions de vie des populations vulnérables. Le projet vise l’amélioration de l’accès aux marchés et des conditions socio-économiques des coopératives et cueilleurs, souvent précaires, au sein de la chaîne de valeur romarin dans la région de l’Oriental. Il complémente ainsi le travail du SECO sur deux autres filières et lie les différentes activités suisses dans une approche programmatique cohérente.

Le Maroc est touché par des inondations et sécheresses toujours plus fréquentes liées au changement climatique, affectant surtout les populations vulnérables. De plus, le pays fait face à la surexploitation et dégradation de la qualité de ses eaux, une source de conflit et un danger futur élevé pour la population. La contribution suisse renforce la mise en œuvre d’une gestion intégrée de la ressource en eau au niveau stratégique national et au travers d’un appui technique dans la région particulièrement vulnérable du Souss.

Due to reinforced security controls at European boarders, an increasing number of irregular migrants remain blocked in Morocco. Despite some improvement since the announcement of the new migration policy, abuse of migrants still persists. Stranded migrants live in very precarious conditions and as a result many of them wish to leave Morocco and return to their home-countries. This project responds to a humanitarian need and offers stranded, irregular migrants the possibility to return and to be reintegrated into their countries of origin.

Marokko verfügt als erstes afrikanisches Land über einen Such- und Rettungsdienst, der die einschlägigen internationalen Anforderungen erfüllt. Die Schweiz hat während mehreren Jahren Expertinnen und Experten des marokkanischen Zivilschutzes ausgebildet. Dank der Schaffung eines rasch einsatzfähigen und effizienten Katastrophendiensts können Schäden verringert und die Opferzahl bei Erdbeben gesenkt werden.

UNHCR: Protection for Refugees and Asylum Seekers in Morocco

Although Morocco has signed relevant international agreements, so far no asylum legislation has been adopted and UNHCR continues to provide protection and assistance to refugees and asylum seekers in lieu of the state. In the light of increasing protection needs, the Swiss contribution expands and strengthens UNHCR’s operational capacities and establishes a strategic protection partnership with the Agency. In as far as possible, state authorities will be involved in the reinforcement of local protection capacities.
