Contexte

Building capable, accountable, and inclusive institutions along with public sector modernization, innovation and technology are important enablers of sustainable and inclusive development. Poorly functioning public sector institutions, endemic corruption and weak governance are major constraints to economic growth and human development. By mainstreaming digitalization into broader public sector reforms with a citizen-centric and open government approach, a more integrated, better coordinated and more effective approach to public sector modernization can be achieved.

Objectifs

The objective of the Program is to build capable, accountable, and inclusive public sector institutions so as to allow governments to provide public goods and services effectively and equitably. Toward this end, the Program offers support to undertake public sector modernization with a strong focus on innovation and information and communication technologies (ICT). The Program consists of three complementary and mutually reinforcing modules which are: (1) Organization and People, (2) Open Government, Anticorruption and Technology, and (3) Institutions of Accountability, all of which focus on public sector modernization, innovation and technology dimensions.

Effets à moyen terme

Outcome 1 - Increased productivity of the government’s internal machinery of organizations and personnel through reforms of government structures and systems. This outcome encompasses the design and implementation of public policies and the improvement of the ability, motivation, and accountability of public sector workers.

Outcome 2 - Greater openness and transparency and reduced corruption with the use of technology. This outcome responds to requests from developing countries for support on digital transformation in order to increase government efficiency and quality of service delivery, to improve government citizen interactions, and to modernize core government operations.

Outcome 3 - Improved accountability of public institutions. This outcome focuses on institutions outside the executive branch of government, including the legal and legislative branches and non-state actors that focus on accountability and better governance outcomes.

Résultats

Principaux résultats attendus:  

Enhanced adoption, use or application of good practices in public sector performance and subnational governance.

Improved adoption, use or application of good practices in personnel management.

Increased adoption, use or application of open government practices (open data, open contracting, open budgeting, open parliament, etc.).

Enhanced adoption, use or application of common standards and best practices in areas crucial to anticorruption, openness, and transparency.

Increased adoption, use or application of good practices in GovTech.

Increased adoption, use, or application of good practices in Justice and Rule of Law.

Enhanced adoption, use, or application of good practices in civil society engagement.


Principaux résultats antérieurs:  

The engagement has been successful during the first phase. It includes over 30 country-level grant funded activities, several high-profile global public goods including the GovTech Maturity Index that measures GovTech readiness in over 185 economies, and a number of policy guidance, analytical work, capacity building such as e-learning modules and an innovation lab supporting experimentation and use of technology. Of the thirty grant financed projects, twelve (12) support improved Government service delivery- eight (8) projects support enhanced Citizen Engagement- thirteen (13) projects support improved government core operations, and fifteen (15) projects support enhanced GovTech enablers.
