Results-based financing for employment in North Africa
The project aims to improve access to employment for people in Tunisia and Morocco. It will do so by encouraging a systems-change towards a results-based financing approach by releasing payments only for achieved results and by providing technical assistance to public and private employment institutions.

Contesto |
Unemployment has been high in Tunisia and Morocco, with rates up to 36% for youth. Reducing unemployment rates is a priority for these governments and there is openness to innovation to achieve better employment results. Results-based financing (RBF) could help to incentivize service providers of employability programs in Tunisia to attain better results and generate data and learning for public policies. In Morocco, the government has been successfully applying RBF approaches since 2017 but further technical assistance is needed to institutionalize RBF among employment institutions. |
Obiettivi |
The ultimate goal is to contribute to reduced unemployment in Tunisia and Morocco through integrating RBF approaches. In Tunisia, the project aims to achieve 1) direct employment results for job seekers, whereby SECO funding is released only based on achieved and verified results. The providers of employability services are given autonomy to define the best implementation routes to achieve the defined outcomes- 2) a systems-change towards a performance-based mind-set based on data and collaboration across the skills and employment ecosystem. It will do so by offering technical assistance to public and private employment institutions to embed the project learnings, data and RBF mechanisms across their processes. In Morocco, the project aims to institutionalize the RBF mechanisms within employment institutions by providing technical assistance. For SECO, the project in Morocco is a small pilot with a potential to be scaled up as of 2025. |

Tunisia: Direct employment results: 1) increased number of placements of job seekers into a formal job- 2) job retention for at least 6 months. Systemic change: 1) government institutions have improved data, results and collaboration with non-state providers of employability services- 2) improved capacities of providers of employability services- 3) broader employment ecosystem improves its practices thanks to the project’s learnings and data. Morocco: 1) regional employment institutions have the capacities and tools to improve the quality of their employment services- 2) improved collaboration between the regional employment institutions and non-state actors. |
Risultati |
Risultati principali attesi: Tunisia: Direct employment results: 1) job seekers are trained on skills, prepared for recruitment processes, and matched with relevant opportunities- 2) people placed on jobs are trained on skills needed to perform in the job, continuously mentored and provided with opportunities to remain and grow in their role. Systemic change: 1) disaggregated data is collected and structured in a systemic way- 2) technical assistance to service providers- 3) government institutions are trained on RBF, use of data and program learning and how to scale up project activities- 4) a community of practice is set up for learning among stakeholders. Morocco: Capacity building for regional employment institutions and non-state actors as providers of employability services- New performance management systems and processes are put in place to monitor and improve the achievement of objectives- Moroccan and Tunisian stakeholders exchange on their experiences and capitalize on lessons learned regarding RBF.
