Decentralization is an explicit approach for achieving many of the objectives of Mozambique's poverty reduction strategy PARPA II. The decentralisation process in Mozambique encompasses, on the one hand, a partial and gradual devolution of competencies to the 43 municipalities governed by elected mayors and assemblies and, on the other hand, a deconcentration of competencies and resources to all 128 districts. In 2005, the district has been declared the cornerstone of development in Mozambique. The overall objective of the National Decentralised Planning and Finance Programme (PDPF) is to improve the institutional capacity of the Local State Bodies in managing public resources for district development in a participative and transparent way. The impact hypothesis of this programme is that more functional water and sanitation facilities, increased food production, more locally created jobs and more trafficable rural roads are a result of improved capacity in terms of planning, management and implementation at the district level. PDPF will equip the districts with the necessary skills to transform sharply increased competencies and resources in deliverables.
