Support to National Decentralised Planning and Finance Programme (PNPFD)
In 2005, the district has been declared the cornerstone of development in Mozambique. It is the primary level of the national planning system and it is the level where sector policies are operationalised. The aim of the intervention is to improve the institutional capacity of the Local State Bodies (Provinces, Districts) in managing public resources for district development in a participative and transparent way.

| Contesto |
Since the late 1990s, the GoM has been transferring functions, power and competences to local levels: provinces, districts and municipalities. The recently approved decentralization policy and strategy reinforces this objective. Districts in particular are receiving and managing important funds transferred from the central level. In order for the available resources to be used in an effective way to improve service delivery in water & sanitation, health, education, rural roads, etc., it is crucial to strengthen the institutional capacities of the Local State Bodies and to reinforce their planning, management and implementation capacities. |

Outcome 1: Communities effectively participate in district planning processes, reinforcing the legitimacy of the Local Consultative Councils and ensuring greater transparency in the processes of local governance. Outcome 2: Management and procedure of data collection for the System Monitoring of the District Performance (SMoDD) are set up and functional, and the conditions for its institutionalization are prepared. |

Risultati fasi precedenti: Significant advances were observed in all provinces in terms of a) the use of decentralized and finance tools and their incorporation in the policies, strategies and legal frameworks; b) the use of harmonized planning systems, particularly at province and district levels; c) the improvement of the institutional capacities of the Local State Bodies to better implement and manage district plans; d) the strengthening of internal and external control systems at district level. However important issues remain regarding the planning process (needs assessment, baseline analysis, articulation horizontally with municipalities and vertically with higher tiers of governance) and finance management (internal audit, risk management). Inter-sectorial coordination has also been a challenge. |
