Sustainable Public Procurement
Following the successful implementation of the Ghanaian procurement reform, which was supported by a previous SECO project between 2003 and 2006, the goal of this project is to embed the principles of transparency, accountability and sustainability in public procurement. More specifically, the project aims at: ensuring open access to information and a transparent procurement management system for all bidders (transparency)- making public procurement a trigger to encourage the private sector to provide better and innovative goods and services that will integrate social and environmental considerations (sustainability)- and enabling procurement entities to report on their activities so that they can be held responsible for the execution of their budget and the use of public funds (accountability).

Since the enactment of the Public Procurement Act (Act 663) in 2003, Ghana has showed a strong commitment to implement the Public Procurement Reform and is at the forefront among the developing countries, which have developed and implemented a strong Monitoring & Evaluation system to assess and measure performance of all Procurement Entities. The project aims to continously support Ghana through its Public Procurement Agency to implement this Act and to monitor its compliance by all entities concerned. |

Risultati fasi precedenti: In 2003, SECO entered into partnership with Ghana to promote transparency and accountability in public procurement. A three-year project was undertaken jointly with the Ghana Public Procurement Authority and some local stakeholders for developing a Benchmarking, Monitoring & Evaluation tool called the Public Procurement Model of Excellence (PPME). This tool was designed to be a monitoring tool for the Public Procurment Agency for checking on the compliance with the Public Procurement Act (Act 663) by Procurement Entities. It is also meant to be a management tool for Procuement Entities i.e Ministries, Departments and Agencies for continuous improvement at organisational and contract management level throughout the public procurement cycle. |
