Call for Expression of Interest - Nepal Vocational Qualifications System (NVQS)

The Embassy of Switzerland in Nepal in close collaboration with the Government of Nepal (GoN) /Ministry of Education will implement the Nepal Vocational Qualifications System (NVQS) Phase I for the coming 4 years, September 2015 to August 2019. The programme aims to support the Ministry of Education to establish a National Vocational Qualifications (NVQ) Framework and a corresponding NVQ Authority to manage it. The programme will contribute to systemic changes in the TVET system of Nepal that will enable women and men including disadvantaged groups to get access to increased employment and self-employment and to perform at higher productivity levels. This, in turn, shall lead to higher income, enhanced livelihood and resilience, and thus combat poverty and promote inclusive growth. In order to assist the GoN to implement the NVQS, a Technical Assistance Provider will be selected through a two staged selective international competitive tendering process.

For the first step of the tendering process, the Embassy of Switzerland in Nepal invites Participant Applications (Expressions of Interest) from registered and qualified national and/or international organizations/consulting firms with an interest to act as an Implementing Agency (IA) to technically assist the GoN for the implementation of NVQS. Detailed information on participation documents can be obtained from the website www.simap.ch.

No information will be given by telephone. Questions can be submitted by 12.03. 2015 anonymously in the forum space on www.simap.ch. Questions submitted late cannot be answered. Answers will be published on www.simap.ch by 19.03.2015. The potential applicants are themselves responsible for downloading the answers from SIMAP and for taking them into consideration in the preparation of the Participant Application.

The complete Participant Application shall be submitted to the one of the two below addresses latest by 07.04.2015. Please note the time for the submission in Nepal as 09:00 am to 12:30 pm and 14:00 pm to 17:00 pm, Monday to Friday.

NOTE: The conclusion of the Contract with the selected bidder for Phase 1 is subject to the signature of the Bilateral Agreement between the Government of Nepal and the Government of Switzerland.
