Nepal Resident Coordinator Office Support in Transition
This initiative is in line with SDC’s priorities both at a global level, regarding the UN coherence and improved response in post-conflict transition, and at Nepal level as the country is still in a critical phase of the peace process. The Transition support strategy (TSS) supports the strengthening of relevant actors in the peace process and the stronger coordination and harmonisation of development partners.

| Contexte |
Nepal’s peace process recently experienced a major setback with the dissolution of its unsuccessful Constituent Assembly after 4 years. Nepali authorities are claiming ownership of the development processes, but often lack the capacity and leadership for this. The shift of international presence and support from humanitarian relief and peacemaking towards peace-building and development, was accelerated by the departure of UNMIN in early 2011 and OHCHR early 2012, leaving the UN development system and the UNRC Office inadequately organised and insufficiently resourced to support the lingering peace process. |

Principaux résultats antérieurs: Merger of the Resident Coordinator Office and OCHA into the Resident and Humanitarian Coordinator’s Office (RCHCO), including 4 field offices established in main regions of Nepal, equipped with capacities to address development, humanitarian and peace, including a two-year results framework for the RCHCO/ UN Country Team coordination - Nepal Peace and Development Strategy adopted by Development Partners; - Participatory UN Development Assistance Framework 2013 – 2017 process focusing on vulnerable groups; - Guidance Note on Disaster Preparedness and Response Planning (shifting the humanitarian response from relief to preparedness); - UN’s Declaration on Joint Principles of Workforce Diversity signed by 18 UN agencies; UNPFN initiated Joint programmes in new areas. - Global advocacy for systemic UN reforms in close cooperation with members of the “Friends of Transition”. |
