Strengthening Local Governance Accountability Project (SLGAP)
The project empowers communities to claim their developmental rights by capacitating local civil society organisations (CSOs) to hold their local governments accountable. This is achieved by applying various social accountability (SA) tools. A protracted phase of political transition, a lack of structural accountability and transparency, rising corruption at all levels of government, and an absence of elected representatives makes the intervention highly relevant for target communities in SDC project areas.

- People, especially from DAGs, exercise their right to development by increasing their engagement with local bodies (LBs) and line agencies (LAs).
- CSOs hold local bodies (LB) and line agencies (LA) accountable.
- The government of Nepal (GoN) creates an enabling environment for a better (mandatory) application of SA tools ensuring transparency and accountability at the local level as a result of project field experiences.
- civil society groups have been successful in introducing the transparency and monitoring tools like Public Hearing(PH) and Public Audits(PA);
- strengthening the demand side of local governance and civil society monitoring the government services have proved effective to hold the local governments accountable.

| Contexte |
The political situation remains highly unstable after a caretaker government whose legitimacy is severely questioned took up work after the dissolution of the Constituent Assembly. The state restructuring process has ground to a halt. The absence of elected representatives both at the central and the local level have resulted in a lack of accountability at all levels with a very low compliance of government guidelines during implementation, and a poor provision of public services. The seven cluster districts are all hilly and remote districts of Nepal where various sectoral projects of SDC are being implemented. These are relatively less developed districts with a high concentration of Dis-Advantaged Groups (DAGs) and poor people. |
| Objectifs |
The overall goal of the project is to contribute to people benefitting from a state that is responsive to the needs of DAGs and provide more effective and inclusive public services at the local level’ in the project supported districts. |

The people of seven cluster districts (plus 4 peripheral districts, around 1.3 million in total), and especially the Disadvantaged Groups (DAGs) of these districts (around 45% of the total); the local community-based civic society groups and the local media. |
