Mental Health Support Programme (MSP) Nepal


The project aims to enhance Nepal’s mental health and psychosocial support (MHPSS) system for more effective and sustainable service delivery. To meet rising demand, the project will pilot and scale innovative digital approaches in collaboration with public and private partners, ensuring more inclusive and responsive mental health support nationwide. This offers for Switzerland strategic entry points to reinforce social inclusion and human security in a fragile transitional context.

Contesto Mental health in Nepal is an escalating public health concern, shaped by decades of conflict, political instability, poverty and entrenched social inequalities. The 2020 National Mental Health Survey has estimated the current prevalence of any mental disorder in the population to be 4.3 percent and lifetime prevalence at 10 percent, with higher rates among women, adolescents, Dalits1, and those without formal education. Despite the National Mental Health Strategy and Action Plan (2020–2025), services remain fragmented, urban-centric, and under-resourced, with a 78 percent treatment gap, few trained professionals, and weak integration between clinical care and community support. Poor intergovernmental coordination, limited financing, and absence of standardized trainings and certification systems for staff continue to undermine quality and sustainability of MHPSS. The recent Gen-Z uprising—marked by widespread violence, unrest, and deep social polarization—has further strained Nepal’s already fragile mental health landscape. Addressing these emerging needs requires innovative and inclusive approaches that strengthen systems while bridging immediate service gaps.
Obiettivi The mental health and psychosocial wellbeing of communities in Nepal, including for disadvantaged groups and conflict affected persons, improves by institutionalizing quality MHPSS services in the public health system.
Gruppi target

Primary beneficiaries include federal, provincial, local governments and private sector actors working in MHPPS.

Secondary beneficiaries include women, men and children, focusing on disadvantaged groups and conflict-affected persons, including community groups.

Effetti a medio termine

Outcome 1: The three spheres of governments institutionalize MHPSS within the public health system, partnering with the private sector.

Outcome 2: Communities, including disadvantaged groups and conflict affected persons, have access to quality MHPSS through the public health systems.

Risultati principali attesi:  

1.1 Legislative and policy frameworks for MHPSS are strengthened and implemented across all administrative levels.

1.2 Reinforced multi-sectoral coordination and training of local officials ensure effective leadership and integration of MHPSS in annual plans.

1.3. Public-Private Partnerships enhance local governments’ capacity to deliver and sustain innovative MHPSS services.

2.1 Integrated referral systems and empowered communities increase access to and utilization of quality MHPSS services.

2.2 Service providers (health facilities and community-based) with enhanced MHPSS knowledge and skills improve quality of services.

2.3 Public and private service providers expand community-level access to innovative and affordable MHPSS services.
