Community Forums - Exit Phase

Progetto concluso

The Community Forum instrument has been introduced as a mechanism for citizen participation in decision making at local level, thus fulfilling an institutional gap in the context of good governance in the country. The concept was developed through several phases and was applied in two third of the Macedonian municipalities. To foster sustainability the exit phase focuses on independently organised Forums and on the knowhow transfer to the municipalities association.

Contesto

The involvement of Citizens in the decisionmaking processes at local level is a legal requirement, but willingness and comprehensive models for inclusion of citizens, have been lacking. Thus, the Community Forums Programme has been filling an important gap and its acceptance is showing a positive trend.

 

Obiettivi

The overarching goal of the Community Forums Programme in Macedonia is to enhance participatory Community development and good local governance through a structured instrument for citizen participation - the Community Forums. The Community Forum is a development platform - a) for the citizens to actively participate in the decision making process in their municipality and b) for the administration to develop a participatory, accountable, and trusted local governance.

 

Gruppi target

- Main target group are 59 municipalities that have already participated in the Community Forums programme and citizens in these municipalities.

- 30 operative Groups in 30 municipalities will consolidate their skills to organize forums.

- ZELS will engage in taking over the knowledge to become main reference point for municipalities that will organize forums.

 

Risultati

Risultati principali attesi:  

• 30 municipalities involved in the Exit Phase have gained experience to independently organize Budget Forums

• 30 administrative units (focal points), at participating municipalities are established and take the responsibility for managing the forum process.

• 30 Operative Croups and 30 Municipal Coordination officers have consolidated their skills to organize Forum processes.

• 10 more municipalities have independently included Forums in their statutes.

 


Risultati fasi precedenti:  

Since the beginning of the programme in 2006, 59 municipalities (eut of the total of 80) have been included in the Community Forums process at least once. 52 municipalities have included Community Forums in their statutes and in cooperation with ZELS (Association of the Units of the Local Self-Government) 27 forum moderators have been certified. 19 municipalities have independently organized Community Forums. Among them 15 municipalities participating at the SECO financed programme.
