Empowering Crisis Affected Communities in Southern Districts of KP

Project completed

Since 2008 more than seven million people have been displaced due to conflict and natural disasters in Pakistan. This has put a significant strain on relevant government agencies and hosting communities. By developing a long term recovery strategy, this programme will improve the living conditions of the affected population by building the capability of the relevant government agencies and hosting communities and providing livelihood opportunities to the affected population.

Background

Pakistan, over the last ten years, has slipped from number 34 in global fragility index to number 10. To reverse this cycle of increasing fragility, it requires an approach where development perspective is incorporated, right from the beginning, in the humanitarian response. In June 2014, the Pakistani military forces initiated a military operation - Zarb-e-Azb - against militant strongholds in North Wazirstan Agency (NWA) in the Federally Administered Tribal Areas.  This has resulted in a new wave of IDPs into Khyber Pakhtunkhwa (KP).  With a poverty rate[1] of 39%, which is 7% higher than national average[2], KP is now hosting some 1.5 million displaced persons who are increasing pressure on hosting population and social services (education, health, water etc). In line with the approach described above linking relief with recovery, there is a need to initiate early recovery interventions in these areas. It will reduce suffering of the newly displaced and increase absorption capacity of the hosting areas. Even more importantly, it will prepare IDPs for eventual return thus paving the way for long term development in the region.

Objectives

To sustainably improve the living conditions and livelihood of crisis affected populations in the southern districts of Khyber Pakhtunkhwa (thus contributing to the out of fragility agenda)

Target groups

Total Direct Beneficiaries: 200,000 people including Internally Displaced Population from North Wazirstan, government officials and hosting communities in FR Bannu, Bannu, Lakki Marwat and DI Khan.

Total Indirect Beneficiaries: Community at large living in Southern Districts of KP

 

Medium-term outcomes

Outcome 1: The Government of Pakistan effectively manages and facilitates IDPs’ situation and the subsequent return and recovery process.

Outcome 2:  Crisis affected people including IDPs benefit from social cohesion and improved service delivery in hosting and return areas.

 

Results

Expected results:  

Output 1: Government of Pakistan’s officials responsible for emergency and post crisis efforts have the information, knowledge and technical capacity to facilitate long term development in the region.

Output 2: Crisis affected population in the targeted areas are living in peace while accessing livelihoods and other services both in areas of displacement and return.
