During the last two decades Switzerland contributed to health care reform through a number of projects in emergency care, neonatology, home care and hospital management, which have all piloted new concepts. The most important projects with the greatest impact on the reform of the health system have been those supporting the development of emergency medical services. Over a period of 8 years more than 5000 medical professionals (physicians and nurses) were trained. In parallel, through the programme for the modernisation of the Romanian neonatology system (“RoNeoNat”), two modern neonatal intensive care competence centres in Iași and Tîrgu Mures were created. 500 physicians and nurses were trained and 20 guidelines in neonatal intensive care were developed. Neonatal intensive care services were regionalised and subsequent to these joint efforts infant mortality decreased from 20% in 1990 to 13% in 2009.

Currently Switzerland through the Swiss Romanian Cooperation Programme implements four projects, namely: Improving paediatric intensive care units; Pre-hospital and hospital emergency service; Emergency medical services and air rescue; Community integrated health and social services.

At the same time a fifth project, in the field of anaesthesia and intensive care is about to start. More than 3 million Swiss francs will be allocated for setting up three simulation based training centres to achieve the national objective of standardisation through simulation. The project will be developed in partnership with the Ministry of Health, which will also participate with a co-financing of 15%.

The honorary medal was awarded to Mr. Thomas Stauffer on the occasion of the 13th Congress for Guidelines and Protocols in Anaesthesia, Intensive Care and Emergency Medicine which took place in Timisoara, 8 - 10 October 2015.
