The conference has been attended by high-level officials, experts in health, education, social assistance and representatives of the civil society.
In his allocution, the Swiss Ambassador to Romania Massimo Baggi declared that "(...) Switzerland has learned that when health, compassion, and prevention guide our approach to addiction, young people thrive. We are proud to support Romania in bringing the same evidence-based, health-centred approach to its children and adolescents. Our experience is guided by Switzerland’s four-pillar drug policy—prevention, treatment, harm reduction, and law enforcement—which demonstrates that balanced, health-oriented strategies reduce harm and strengthen communities. A strong focus on prevention and awareness ensures that young people receive reliable information early, empowering them to make informed choices despite the pressures they face. The programme’s commitment to equity and empathy—ensuring services reach all children—is both necessary and admirable. Equally important is its focus on building system capacities and strengthening the knowledge and skills of professionals, so that high-quality support is available consistently and sustainably across Romania (...).".
The Romanian National Center of Mental Health and Fight against Drugs is involved in this initiative as the Programme Component Operator, in partnership with UNICEF Romania, under the overall responsibility of the Romanian Ministry of Health. The Swiss partners are represented by Lucerne's University of Applied Sciences and Sucht Schweiz - Addiction Suisse.
