Brasov district heating / Rehabilitation of heat transport and distribution networks in the Tractorul residential area
To rehabilitate the district heating network of Tractorul, a residential area of the city of Brasov, the old, worn-out and overdimensioned tubes of the heat transport and distribution networks will be replaced. The project is part of a larger programme to rehabilitate the entire district heating network of Brasov on which the Municipality has already spent over EUR 8 million.

- The rehabilitation of the thermal energy transport network, consisting in the replacement of 7'696 m of old, worn out and overdimensioned traditionally (i.e. mineral wool and asphalt board) insulated steel pipes by smaller pre-insulated pipes with protective polypropylene casings and equipped with breakdown signalling wires to spot leakages.
- The extension of the heat carrier network into areas with high potential for thermal energy consumption through potential new customers, such as a Lidl supermarket, the Mircea Cristea National College, the Coresi Business Park and several public administration buildings.
- The rehabilitation of thermal energy distribution networks at two thermal substations, consisting in the replacement of old, worn-out steel pipes by pre-insulated pipes made of wrought iron (for heat) or zinc-coated steel (for hot water and recirculation). A total of 4'140 m of heat distribution pipes will be replaced, along with 4'092 m of hot water and recirculation pipes.
- The reduction of energy losses in heat transport and distribution, as well as hot water distribution networks by 50%.
- Energy savings of 9.55 GWh/year.
- Reduced CO2 emissions by 1'965 tons/year.
- Cost savings on energy and maintenance of CHF 614'000/year, allowing the Municipality of Brasov to sustain its policy of guaranteeing affordable thermal energy supply according to the purchasing power of its citizens for a limited number of years (until 2021).
- An increase of customers connected to the central district heating system in the Tractorul district from 3'120 to 6'200 in 2020, with corresponding increase of thermal energy deliveries from 18'890 Gcal/year to 44'000 Gcal/year in 2020; taking into account the connection of large customers to compensate the reduced private consumption related to the introduction of heat control systems and increasingly energy efficient buildings.
- The corresponding improvement of operating results at the municipality owned TEKTRON SRL.

Under the Swiss-Romanian Cooperation Programme the European Energy Award is being introduced in four Romanian pilot cities. The European Energy Award is a quality management and certification system for municipalities committed to sustainable municipal energy, climate and transport policies. It is based on the label “Energy City”, which has originally been developed in Switzerland. Brasov, a city of 228'000 inhabitants located in the Center of Romania (170 km North of Bucharest), is one of four pilot cities. Based on its Sustainable Energy Action Plan (SEAP) it has identified the rehabilitation of the district heating system in Tractorul, which is one of the most relevant sections of the network, as a high priority infrastructure project. |

The direct beneficiaries are the Municipality of Brasov, which will be the owner of the invest-ments, as well as the municipality owned utility TEKTRON SRL. Indirect beneficiaries include the inhabitants of 2'835 apartments presently connected to concerned thermal substations, as well as other inhabitants, businesses and administrations located in the Tractorul area. |
