Joint Roma Integration Programme
Programme pour les enfants d’origine rom ou handicapés – intégration par la scolarisation. Situation initiale: Le manque de formation scolaire est l’une des principales causes de la grande pauvreté qui règne en Serbie et au Monténégro. Environ 80 000 enfants en âge scolaire ne vont pas à l’école primaire. La plupart d’entre eux appartiennent à la minorité rom ou souffrent d’un handicap. Un projet de réforme a été lancé conjointement par le Fonds des Nations Unies pour l’enfance (UNICEF), la Croix-Rouge suisse et l’organisation non gouvernementale (ONG) Pomo? Deci. Objectifs: Le projet veut offrir à chacun et à chacune l’accès à la formation primaire. Jusqu’en 2015, les couches les plus pauvres de la population devraient être intégrées dans le système scolaire. Mise en oeuvre: Le programme est réalisé à trois niveaux: des modèles éducatifs seront élaborés pour favoriser l’intégration des enfants; ils devraient ensuite être institutionnalisés au niveau des municipalités; un cadre financier et institutionnel sera en outre créé au niveau national afin de soutenir l’intégration par le biais de la formation scolaire.

Background |
Mangelnde Schulbildung ist in Serbien und Montenegro eine Hauptursache für die grosse Armut. Ungefähr 80 000 Kinder im schulfähigen Alter besuchen keine Primarschule. Die meisten sind entweder Roma-Kinder oder behindert. Gemeinsam mit dem Kinderhilfswerk der Vereinten Nationen (Unicef), dem Schweizerischen Roten Kreuz und der Nichtregierungsorganisation (NGO) «Pomoć Deci» wurde ein Reformprojekt ins Leben gerufen, das in über sechzig Gemeinden die Schulabbrecherquoten senken konnte. |
Objectives |
15 000 Kinder sollen eine Primarschulausbildung erhalten. Der ärmste Bevölkerungsteil soll bis 2015 in das Schulsystem integriert werden. |
Activities |
Ein neues Konzept, das die Ausbildung und Pflege von drei- bis fünfjährigen Kindern betrifft, also beim frühen Kindesalter ansetzt, soll zum nationalen Erziehungsmodell werden. Die neue Regierung wird zudem ein Paket von Integrationsinitiativen beschliessen. Die DEZA wird die nationalen Partner auf der Ministerebene bestimmen und sie bei der Entwicklung und Einführung des Konzepts unterstützen. |
